WHEREAS, the City Council finds that each of the aforementioned <br /> changes which is set forth in this ordinance is <br /> reasonably necessary, and said Council further finds that <br /> the following factors support the local necessity for the <br /> aforementioned proposed changes: <br /> <br /> 1. The National Forest Products Association is the <br /> nationally recognized specifier for design values of <br /> resawn lumber and is the specification used by the <br /> International Conference of Building Officials. <br /> <br /> 2. Section 2504 of State of California adopted Model <br /> Uniform Building Code contains the parameters as set <br /> forth in the National Design Specification as published <br /> by the National Forest Products Association. <br /> <br /> 3. Over the past twelve years the National Forest <br /> Products Association has been testing resawn lumber <br /> to verify the design values used nationally and <br /> accepted by the different code writing <br /> organizations as the most up to date specification. <br /> <br /> 4. As of January 1, 1992 the results of the twelve years <br /> of testing were completed and published for circulation <br /> to all interested parties. <br /> <br /> 5. Generally the results of the twelve years of testing <br /> show that the design values used in the past are higher <br /> than should be used to design wood structures today. <br /> <br /> 6. The timing of these newly revised specifications were <br /> such that the published model code did not have time to <br /> update to the newer specification before the State of <br /> California adopted the model code. <br /> <br /> WHEREAS, The City Council finds that because of the reasons <br /> stated, the State of California adopted Model Code design <br /> specifications do not adequately address the goals of the <br /> City of Pleasanton as provided for in Health and Safety <br /> Code Section 18930 (a)7(A); <br /> THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES HEREBY ORDAIN AS <br /> FOLLOWS: <br /> <br /> Section 1: Section 2 (part) of Ordinance 1169, as amended, and <br /> sections 20.04,010 and 20.04,020 of the Pleasanton <br /> Municipal Code are hereby amended to read as follows: <br /> <br /> 2 <br /> <br /> <br />
