Section 4.1: Unavoidable Significant Adverse Impacts <br /> <br /> The following unavoidable significant environmenta~ impacts are associated with the proposed <br /> project as identified in the Final Environmental Impact Report for the project. These impacts <br /> cannot be fully mitigated by changes or alterations to the basic project. <br /> <br />PROJECT IMPACT 6A: Loss of blue oak woodland. Proposed development wouM desu'oy a <br />large area of oak woodland and its related habitat value. Within these woodland stands are many <br />large native trets. Many additional trees may also be lost due to soft compaction and irrigation <br />practices. F!:~-IR pages 6-14, 6-15, 12-2. <br /> <br /> CUMULATIVE IMPACTS 13.2A and 13.2B: Cumulative traffic ironacts. General Plan buildout <br /> will result in congested intersections and freeway bottlenecks in Pleasanton. FEIR page 13-2. <br /> <br />CUMULATIVE IMPACT 13.4B: Cumulative vet, etation and wildlife ironacts. The is a <br />continuing loss of existing vegetation and wildlife habitat to urban development in the area. ~ <br />page 13-7. <br /> <br />Section 4.2: Overriding Considerations <br /> <br />The City Counc~ has considered the public record of proceedings on the proposed pwject and <br />does determine that appwval and implementation of the pwject would result in the following <br />substantial public benefits. <br /> <br />a. Fulfillment of the City's General Plan goals for the site, as described in Chapter 3 of the <br /> Final EIR. This includes the provision of homes on large lots, and clustering of dweLlings <br /> so as to preserve open space. <br /> <br />b. Dedication of appwximateiy 225 acres of .the site for open space. This includes a trail <br /> system link through the open space of the project site. This open space will conserve the <br /> ecological values of the site (including approximately 140 acres of natural oak woodland <br /> which would remain on the site) and of surrounding areas and will pwvide recreational <br /> and open space amenity opportunities for residents of the project, the City, and the region. <br /> <br />c. Provision of a golf course will improve recreational opportunities in the City and region <br /> and will be a positive contribution to the City' s image. In addition, the 290-acre area to <br /> be occupied by the golf course will function as an additional type of "open space" at the <br /> fringe of the City's developed area, providing significant areas of vegetation (including <br /> a mixture of existing and new trees and shrubs) and a new type of habitat. <br /> <br />{kotteir\khexhc .mem)$fe <br />October 1, 1992 <br /> <br /> 22 <br /> <br /> <br />
