is participating in the program. The developer shall ~ <br /> receive "credit" for any on-sitelwell water used to irrigate <br /> the development. Notwithstanding the developer's <br /> participation in a water offset program, the City may <br /> withhold building permits if the City determines that <br /> sufficient water is not available at the time building <br /> permits for the project are applied for. <br /> <br /> 55. The developer shall provide a hydraulic analysis of both the <br /> Bonde Zone and Zone A for review and approval by the City <br /> Engineer prior to filing the tentative map to determine the <br /> adequacy of the existing pump stations, water lines, and <br /> storage capacity to support the proposed development and <br /> golf course. Should improvements be required, the developer <br /> shall pay the City on a pro-rata basis for the cost of <br /> installing additional piping, upgrading pump stations, or <br /> other required improvements. The method and amount of the <br /> payment shall be as determined by the City Engineer. <br /> <br /> 56. The golf course developer/operator shall construct a well or <br /> well field and shall use such well water as is reasonably <br /> available at the site for golf course irrigation. The golf <br /> course irrigation system, and any irrigation in open space <br />.. areas, shall be designed to utilize well water and/or <br /> recycled water. Should reclaimed water become available <br /> within an economically feasible distance of the site, as <br /> determined by the Planning Director, the golf course owner <br /> shall be required to connect to the system and make use of <br /> it for golf course irrigation. The golf course operator <br /> shall cooperate with the City in its use of City potable <br /> water to minimize its impact on the operation of the City's <br /> water system. The golf course shall incorporate <br /> water-saving features in its design; such features may <br /> include water-conserving grass species, soil water sensors, <br /> water-efficient sprinkler systems, tee, fairway,.and green <br /> design; and such other measures as may be feasibly <br /> incorporated into the golf course layout as proposed which <br /> will minimize water use. The golf course developer shall <br /> also design one or more of the golf course lakes to allow <br /> Fire Department emergency access to emergency water, if <br /> determined to be desirable and feasible by the City's Fire <br /> Chief and Planning Director. <br /> <br /> 57. All structures within the development shall be equipped with <br /> low flow water fixtures. <br /> <br /> 58. The volume of the..proposed water tank shall be 500,000 <br /> gallons. The volume may be adjusted downward by the City <br /> Engineer as a function of the final number of residential <br /> lots approved for the development. The final design, <br /> location, and elevation of the water tank shall be subject <br /> <br /> 14 <br /> <br /> <br />
