82. The developer shall design and construct a median island in the primary Owens Drive <br /> driveway shared with Denny's (opposite the median break in Owens Drive) to function as <br /> a right-turn-out only driveway onto Owens Drive should future traffic or safety <br /> considerations require elimination of eastbound left turns as determined by the City <br /> Engineer. <br /> <br />83. Each building shall be supplied with an individual sanitary sewer and water lateral. The <br /> exact locations of water meters and backflow devices shall be indicated on the civil <br /> drawings submitted for building permits and shall be subject to the review and approval <br /> of the City Engineer prior to issuance of building permits. <br /> <br />84. Unless otherwise approved by the City Engineer and Building Official, the foundations of <br /> all buildings (including trash enclosures) adjacent to utility mains shall be kept a <br /> minimum distance of 10 horizontal feet from the easement in which the utility main is <br /> located and be designed such that no weight of the structure bears on these mains. <br /> Calculations for this purpose shall be submitted to the City Engineer and the Building <br /> Official for review and approval prior to the issuance of building permits. <br /> <br />85. Unless otherwise approved by the City Engineer, the developer shall utilize the existing <br /> utilities stubbed to the site and no new street cuts for utilities shall be permitted. If an <br /> existing utility line stubbed to the site is not utilized, the line shall be abandoned as <br /> directed by the City Engineer. <br /> <br />86. No trees shall be located within any of the City's on-site utility easements unless <br /> otherwise approved by the City Engineer. The developer shall enter into an agreement <br /> with the City agreeing to replace any trees in the event that the trees must be removed or <br /> are damaged if a utility must be unearthed, and agreeing to repair any damage to the <br /> utility caused by tree roots. Said agreement shall be approved by the City Attorney and <br /> executed prior to issuance of any building permits. <br /> <br />87. The on-site storm drain system shall be private and shall comply with the City's non-point <br /> discharge ordinance including the installation of sand and oil separators. <br /> <br />88.
