d. Piping between the water meter and PRV shall be 1.5-inch minimum diameter
and upgraded to Schedule 80 to accommodate the expected higher water
pressures, or as otherwise determined by the Chief Building Official. All service
laterals between the main and the meter shall be 1.5-inch minimum diameter and
shall be upgraded to accommodate the additional water pressure, as determined
necessary by the City Engineer.

e. If determined by the City Engineer, a reduced pressure station(s) shall be installed
such that certain tracts may be served at a lower pressure zone.

23. Prior to the approval of any final map for PODs R, V, and W, access to the water
reservoir shall be identified. To the greatest extent possible, the applicant shall attempt
to acquire a 20 foot wide access easement over or adjacent to the relocated PG&E gas
line access road from the Vallecitos Road entry, along the backs of lots in POD W, and
through the Tiger Salamander Habitat. The City's access easement must be paved to a
width of 14 feet, or as otherwise determined by the City Engineer. This road shall be
gated to prevent unauthorized access to the water reservoir and Tiger Salamander
Habitat. The exact location and design of the road shall be subject to approval by the
City Engineer and Planning Director.

24. Prior to the approval of any tentative map for PODs V or W, staff, PC&E, and the
applicant shall work out the location and design of the PC&E/water reservoir access road
at the Vallecitos Road entrance.

25. Prior to the approval of a tentative map for PODs O, R, V, and W, the water main
alignment within the Tiger Salamander Habitat from the water reservoir into the
subdivision shall be identified. The applicant shall make every attempt to ensure that this
alignment is designed parallel to the PG&E gas line to reduce impacts of development
within the Tiger Salamander Habitat area. The exact location of the water main shall be
subject to the approval of the City Engineer and Planning Director. This portion of the
water main shall be ductile iron unless otherwise approved by the City Engineer. This
line shall be cathodic protected if located adjacent to the PG&E gas main and if so
determined by the City Engineer and/or PG&E.

26. Prior to approval of a final map and improvement plans for POD W, a 20 feet wide
exclusive water line easement shall be indicated through one of the lots at the end of the
most easterly POD W cul-de-sac to route the water line from the water reservoir into the
subdivision. This easement area shall be designated as open space and not included
within a private lot area. It shall be owned and maintained by the homeowners'
association. Gates shall be located at one or both ends of the access easement to prevent
unauthorized entry into the Tiger Salamander Habitat. The final configuration, exact
location, disposition, and security of this easement/common area and water main shall
be determined by the City Engineer and Planning Director prior to approval of any final

-5-
