Except on regular long-term <br /> contractual arrangements or acceptable flat rate charges <br /> as described in subsection E of this section, it is <br /> unlawful for any Driver of a Taxicab while carrying <br /> passengers to display the flag or device attached to such <br /> Taximeter in such a position as to denote that such <br /> Taxicab is for hire, or is not employed, or to have such <br /> flag or other attached device in such a position as to <br /> prevent the Taximeter from operating. It is unlawful for <br /> any Driver to throw such flag or other device of a <br /> Taximeter into a position which causes the Taximeter to <br /> record when such Taxicab is not actually employed, or <br /> fail to throw the flag or other device on such Taximeter <br /> into a non-recording position at the termination of each <br /> and every service. <br /> <br /> D. Charqes based on Taximeters. Except on regular long-term <br /> contractual arrangements or acceptable flat rate charges <br /> as described in subsection E, the charges for <br /> transportation of passengers in Taxicabs operated in the <br /> City must be based on charges indicated on the <br /> Taximeters, and it shall be unlawful for any Owner, <br /> Driver, or operator of any Taxicab to charge any <br /> passenger or passengers any sum in excess of the sum <br /> indicated on the Taximeter. <br /> <br /> E. Lonq-termContractual Arranqements or Flat Rate Charqes. <br /> <br /> 1. An Owner, in the Owner's sole discretion, may <br /> negotiate and contract with anyone for regular <br /> Taxicab service for an extended period of time, <br /> provided that the contractual charge for each trip <br /> is not in excess of the charge based upon the rates <br /> es-tablished by resolution of the City Council. <br /> Every contractual service shall be recorded on a <br /> Manifest as described in Section 6.40,260 of this <br /> chapter, and shall at all convenient times be open <br /> to examination by the Police Chief. Copies of all <br /> contractual arrangements or agreements will be <br /> filed with the Police Chief so that all enforcement <br /> personnel may be properly informed as to the <br /> arrangement or agreement. <br /> <br /> <br />
