20.) The applicant shall submit detailed plans for the design of the entry monument sign for <br /> the review and approval by the Planning Director prior to the installation of the sign. <br /> This monument sign shall utilize low-profile, high-quality design elements. The <br /> illumination of this sign shall be turned off during the hours of 10:00 PM and 6:00 AM. <br /> The building-mounted sign shown on Building G shall be deleted from this approval. <br /> The applicant shall work with the City in reconstructing the existing City "gateway <br /> welcome sign" to allow the business name of the facility in addition to displaying the <br /> names of the City's service clubs. The final design of this new sign shall be subject to the <br /> review and approval by the Planning Director prior to the installation of the sign. <br /> <br />21 .) At no time shall balloons, banners, pennants, or other attention-getting devices be utilized <br /> on the site except as allowed by Section 18.96.060K of the Zoning Ordinance for a <br /> maximum length of 30 days after the commencement of business (grand opening). At no <br /> time shall spot lighting be used. <br /> <br />Construction Practices <br /> <br />22.) All site improvements and house construction activities shall be limited to the hours of <br /> 8:00 a.m. to 5:00 p.m., Monday through Saturday. All construction equipment must meet <br /> DMV noise standards and shall be equipped with muffling devices. The applicant shall <br /> provide the City and residents with a local phone number for the developer which they <br /> may use to report and receive prompt action regarding violations to these construction <br /> conditions, i.e. working outside the permitted work hours, airborne dust, and other <br /> problems with the construction company. <br /> <br />23.) At no time shall campers, trailers, motor homes, or any other vehicle be used as living or <br /> sleeping quarters on the construction site. All such vehicles shall be removed from the <br /> site at the end of each work day. <br /> <br />24.) Portable toilets used during construction shall be kept as far as possible from existing <br /> residences and shall be emptied on a regular basis as necessary to prevent odor. <br /> <br />25.) Final inspection by the Planning Department is required prior to occupancy. <br /> <br />26.) The haul route for all materials to and from this development shall be approved by the <br /> City Engineer prior to the issuance of an encroachment permit. <br /> <br />27.) The developer shall submit a dust control plan or procedure as part of the improvement <br /> plans.
