7.) The only permitted use on this site shall be a self-storage facility and rental office, <br /> operated as stated in the applicant's narratives, except as modified by the conditions of <br /> approval. One resident manager's apartment is allowed as ancillary to the self-storage <br /> facility. <br /> <br />8.) No hazardous or illicit materials may be stored in any of the self-storage units at any <br /> time. The leases for the storage units shall include the provision for the management to <br /> make periodic inspections of the units in order to ascertain that no hazardous or illicit <br /> materials are being stored. The management of the facility shall be responsible to make a <br /> good faith effort and take the appropriate measures, such as random inspections, to ensure <br /> that no such materials are being stored in the units. <br /> <br />9.) Lien sales for abandoned items in the self-storage facility shall be limited to two sales a <br /> year. These sales shall be conducted between the hours of 10:00 AM and 12 Noon on a <br /> weekday at a location at the rear of the property, away from the adjacent residences. The <br /> owner of the self-storage facility shall be responsible for notifying the Califomia <br /> Reflections Homeowners Association of these lien sales in writing at least one week prior <br /> to the date of the lien sale. <br /> <br />10.) The applicant shall submit to the Planning Director for review and approval a pavement <br /> striping plan demarcating the area to be used for outdoor storage at the rear of the facility <br /> between Buildings B and D. The resident manager and owner shall be responsible at all <br /> times for ensuring that outdoor storage occurs only in this area. <br /> <br />11 .) No professionally-driven, tractor trailer moving trucks shall be allowed on the site unless <br /> an advance appointment is made for their arrival time in order to ensure that the tracks <br /> can immediately enter the facility through the entry gates. At no time shall the <br /> management permit such trucks to stop and wait on Reflections Drive. The property <br /> owner shall be responsible for enforcing this prohibition against truck parking on <br /> Reflections Drive and shall post signs, subject to the review of the City's Traffic <br /> Engineer, along this Reflections Drive frontage that prohibit parking of vehicles over 20 <br /> feet in length. <br /> <br />12.) No parking lot sweeping or garbage pick-up shall be conducted at the facility between the <br /> hours of 10:00 PM and 6:00 AM. <br /> <br />Landscaping and Tree Preservation <br /> <br />13 .) The applicant shall comply with all of the recommendations and guidelines listed in the <br /> tree report prepared by Hortscience dated March 1997, for the preservation of the existing <br /> trees to be retained along the project frontage.
