Ordinance No. 1765 <br />Page 9 <br /> <br /> G. "Gross floor area" has the same meaning as set forth in § 18.18.100 of the <br />Municipal Code. <br /> <br /> H. "Land use category" means any of the following specified land uses: <br /> <br /> 1. Residential: <br /> a. Single Family Detached; <br /> b. Single Family Attached (no more than 2 units); <br /> c. Multi-family (3 or more units); <br /> d. Second Unit. <br /> 2. Office. <br /> 3. Commercial / Retail. <br /> 4. Industrial / Warehouse. <br /> <br /> I. "Net traffic improvement costs" means costs determined in accordance with § <br />3.26.040.A. 1. of this Chapter. <br /> <br /> J. "Peak hour trip" means a one-way vehicle trip measured during the hour of <br />peak traffic volume occurring between 4:00 p.m. and 6:00 p.m. <br /> <br /> K. "Peak hour trip rate" means the average number of peak hour trips generated <br />by a land use category per unit or per square foot of development, as established by the <br />City's Traffic Manager in accordance with § 3.26.040.A. <br /> <br /> 3.26.030 Applicability <br /> <br /> Except as otherwise expressly provided in this Chapter, this Chapter applies to, and <br /> the traffic development fee required under this Chapter is payable with respect to, each <br /> development within the City for which a building permit or other entitlement for <br /> development is issued on or after the effective date of the fee as adopted in the Master <br /> Fee Schedule. <br /> <br /> 3.26.040 Rate of Fee <br /> <br /> The rate of the traffic development fee shall be calculated in accordance with the <br /> procedure set forth in this section and shall be established and adjusted by resolution of <br /> the City Council and set forth in the Master Fee Schedule as follows: <br /> <br /> A. Establishment of the Rate. The City Council shall establish the rate of the <br /> traffic development fee by dividing the net traffic improvement costs attributable to new <br /> growth by the total additional peak hour trips generated by future growth.
