separated sidewalks to allow for additional trees and a community feeling. Chairperson Roberts spoke in favor of the single-story homes to reduce visibility. She commended the developer for resolving issues with the neighbors. She expressed concurrence with staff's recommendations that the homeowners should control open space. She noted that Lot 8 may have to be reduced, as well as other lots, if visual analysis does not demonstrate ample buffers and she noted there may be a need for specific landscaping plans. She requested that the Parks and Recreation Department provide input relating to the parkland and the amenity. She noted she would like the wording rearranged relating to conservation easements to benefit the City. She expressed concern with several of the lots requiring big cuts in the property and expressed support with staff,s recommendation to leave the pads natural. Chairperson Roberts requested that additional information be provided relating to the amount of grading to be performed, the amount of cutting necessary, the number of units, and issues relating to the amenity. She spoke in favor of the homeowners association providing care for this easement. Chairperson Roberts noted that the additional requests for information be provided and then these issues returned to the commission. Further, that the Park and Recreation Commission provide input relating to this project. Discussion ensued relating to the applicant's request for modification to the conditions. Commissioner Maas requested that staff provide information relating to the applicant's request for Condition No. 9 to be changed to a three-year development plan. Chairperson Roberts commented on the applicant's request for modifications to Condition No. 51 and requested that it contain language to the effect of when parcels are sold, not including subdivision, that they would be required to hook up to septic facilities. Commissioner Arkin requested that staff address issues relating to applicant's request to delete the first sentence in Condition No. 23. Discussion ensued relating to Parcel A. Commissioner Sullivan expressed appreciation for the reference to the City's Urban Forestry Fund and requested that staff provide additional information on the fund. Commissioner Sullivan moved that this application be returned to the applicant to address the concerns expressed by the conunissioners. Further, that the application be postponed to return to the Commission until after the Foothill Overlay Guidelines are reissued and then analyzing the application to the new set of guidelines. There was no second to the motion. Commissioner Maas noted she would not be in favor of reviewing the Foothill Overlay District Guidelines in conjunction with this application. Chairperson Roberts moved that this application be tabled until the Parks and Recreation Commission provides direction on Parcel E, the park area; that issues raised by the Commissioners be addressed by staff; and that minutes be provided of the Commissioner's last discussion of the Foothill Overlay District. Commissioner Arkin seconded the motion. Commissioner Maas provided an amendment to the motion that the project will come back to the Commission at such time that all requests from the Commission are addressed.
