separated sidewalks to allow for additional trees and a community feeling. Chairperson Roberts spoke <br />in favor of the single-story homes to reduce visibility. She commended the developer for resolving <br />issues with the neighbors. She expressed concurrence with staff's recommendations that the <br />homeowners should control open space. She noted that Lot 8 may have to be reduced, as well as other <br />lots, if visual analysis does not demonstrate ample buffers and she noted there may be a need for specific <br />landscaping plans. She requested that the Parks and Recreation Department provide input relating to the <br />parkland and the amenity. She noted she would like the wording rearranged relating to conservation <br />easements to benefit the City. She expressed concern with several of the lots requiring big cuts in the <br />property and expressed support with staff,s recommendation to leave the pads natural. Chairperson <br />Roberts requested that additional information be provided relating to the amount of grading to be <br />performed, the amount of cutting necessary, the number of units, and issues relating to the amenity. She <br />spoke in favor of the homeowners association providing care for this easement. Chairperson Roberts <br />noted that the additional requests for information be provided and then these issues returned to the <br />commission. Further, that the Park and Recreation Commission provide input relating to this project. <br /> <br />Discussion ensued relating to the applicant's request for modification to the conditions. Commissioner <br />Maas requested that staff provide information relating to the applicant's request for Condition No. 9 to <br />be changed to a three-year development plan. Chairperson Roberts commented on the applicant's <br />request for modifications to Condition No. 51 and requested that it contain language to the effect of <br />when parcels are sold, not including subdivision, that they would be required to hook up to septic <br />facilities. Commissioner Arkin requested that staff address issues relating to applicant's request to <br />delete the first sentence in Condition No. 23. <br /> <br />Discussion ensued relating to Parcel A. <br /> <br />Commissioner Sullivan expressed appreciation for the reference to the City's Urban Forestry Fund and <br />requested that staff provide additional information on the fund. <br /> <br />Commissioner Sullivan moved that this application be returned to the applicant to address the concerns <br />expressed by the conunissioners. Further, that the application be postponed to return to the Commission <br />until after the Foothill Overlay Guidelines are reissued and then analyzing the application to the new set <br />of guidelines. There was no second to the motion. Commissioner Maas noted she would not be in favor <br />of reviewing the Foothill Overlay District Guidelines in conjunction with this application. <br /> <br />Chairperson Roberts moved that this application be tabled until the Parks and Recreation Commission <br />provides direction on Parcel E, the park area; that issues raised by the Commissioners be addressed by <br />staff; and that minutes be provided of the Commissioner's last discussion of the Foothill Overlay <br />District. Commissioner Arkin seconded the motion. <br /> <br />Commissioner Maas provided an amendment to the motion that the project will come back to the <br />Commission at such time that all requests from the Commission are addressed.
