MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br /> <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br /> <br />AGENDA <br /> <br />There were none. <br /> <br />4. REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Plucker stated that Item Nos. 6.d. and 6.e. will be continued to the January 12, 2000 meeting, as <br />referenced in the agenda. <br /> <br />5. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />PCUP-1, Brenda and Byron Dronkers <br />Application for a conditional use permit to establish a children's activity center, consisting <br />of inflatable play equipment in approximately 5,800-square feet of enclosed space located <br />at 1056 Serpentine Lane. Zoning for the property is PUD (Planned Unit Development) - I <br />(Industrial) District. <br /> <br />Mr. Plucker referenced the staff report dated December 8, 1999, and highlighted key areas contained in <br />the report including background information, project description, noise, and parking. He noted there is <br />an additional modification that would allow for overlap of use after 5:00 p.m. as requested by the <br />applicant. In conclusion, he noted that staff's recommendation is that the Commission make the <br />conditional use findings as listed in the staff report and adopt a resolution approving Case PCUP-1 <br />subject to the conditions listed in Exhibit "B." <br /> <br />Discussion ensued relating to whether there was neighborhood notification of hearing, issues relating to <br />the air blowers, whether there is incompatible use of industrial businesses nearby, first-aid qualifications <br />of staff (such as CPR), impacts of the air blowers on children, sanitation requirements for keeping <br />equipment clean, use permits for adjacent businesses, and type of restroom facilities. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Paul Smith, applicant, 4734 McHenry Gate Way, noted that the equipment is easy to clean, that special <br />antibacterial cleaner is provided for the equipment, and that the equipment will be cleaned every night. <br />He commented on the supervision that will be provided and stated that a briefing will be provided to the <br />children on how to utilize the equipment. He noted that a parents' room is provided for parents who <br />wish to stay on the premises. In response to an inquiry by Commissioner Maas, Mr. Smith responded <br />there are no OSHA guidelines for the equipment. <br /> <br />Chairperson Roberts suggested that the staff be CPR certified. <br /> <br />PLANNING COMMISSION MINUTES December 8, 1999 Page 2 <br /> <br /> <br />
