Discussion ensued relating to approval of the PUD, the amenities that the development will be <br />supplying, location of trails, issues relating to growth management, the number of heritage trees to be <br />removed, why there was no visual analysis prepared for property, why noise impacts were considered <br />insignificant in the Negative Declaration, applying a condition for no wood burning fireplaces, and <br />fencing issues. <br /> <br />Commissioner Arkin noted that he would be in favor of a disclosure for new homebuyers of the <br />proximity of development to the Livermore Airport, rounded curbs being utilized in the development, <br />and Category 5 wire being utilized in homes. <br /> <br />Mr. Plucker noted that a condition will be included for disclosure to homebuyers of the proximity of the <br />development to the airport. <br /> <br />Phil Rowe, the representative for Delco Builders, addressed the Commission and noted that Mr. Costas <br />desired to be present at the Commission meeting; however, was unable to attend due to his being out of <br />the country on business. He noted that the applicant would be retaining Lot 2 for his own residence and <br />that the applicant has agreed to the development being limited to six lots. Further, that the single-story <br />residence height be increased to 23 feet. He noted that the project is an extension of the properties <br />across the street, and that the same house plans are being utilized. Further, based on growth <br />management on a first-come first-serve basis, the developer would be able to target construction of these <br />20 homes at the same time if there is market demand. He noted that the house plans have been changed <br />and that a single-story residence with a porch has been added. Further, that the house plans will be <br />available for the Commission's review the first part of next week. <br /> <br />Discussion ensued relating to the amount of amenity the developer is contributing to the project, the <br />proposed construction hours for the rest of the development, the cost of the school fee, and issues <br />relating to mining activities at RMC Lonestar. <br /> <br />Steve Brozosky, 1700 Vineyard Avenue, expressed concern with the coordination of the financing plan <br />and changes to the infrastructure and alignment to Vineyard Road. He requested that no building be <br />permitted prior to the alignment to Vineyard Road to ensure that all of the roads match up. He further <br />requested that the project be timed so that infrastmcture is completed first so the street is torn up all at <br />one time. He requested that the owner of heritage trees be notified of removal and that owners should be <br />notified of how trees should be maintained. Further, he requested that the native oaks be preserved <br />even though they may not be designated as heritage trees and that there be no Saturday construction. He <br />commented on the school overcrowding issues and requested that no houses in the new development be <br />occupied until the school is completed. He expressed concurrence with Catetgory-5 wire and fiber <br />optics being utilized in the development. He inquired as to the location of the noise sensors to measure <br />traffic and he noted that disclosure statements should be made to homebuyers relating to a yearly speed- <br />boating event at Shadow Cliffs. <br /> <br />Commissioner Maas moved that this item be continued to allow for the applicant to address the concems <br />of the Commission.
