NOES: Commissioner Kumaran and Sullivan <br />ABSENT: None <br />ABSTAIN: None <br />Resolution No. PC-99-85 was entered and adopted as motioned. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Kameny, that approval <br />be recommended of the draft Agreement for Conveyance of Real Estate - Civic Center Property, <br />as modified by the straw votes. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Kameny, Maas, Sullivan, and Chairperson Roberts <br />NOES: Commissioner Kumaran <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC-99-86 was entered and adopted as motioned. <br /> <br />AP-99-05, Landscaping Plan for the Keane Residence <br />(Appellants: Larry and Suzan Dingman) <br />Appeal of the Planning Director's approval of the modified landscaping plan for the <br />westerly property line of the residence located at 417 Sycamore Road. Zoning for the <br />property is R-l-10,000 (Single-Family Residential) District. <br /> <br />Mr. Plucker referenced a staff report dated October 27, 1999 and highlighted key areas contained in the <br />report including background information, modified plan, and ancillary issues. In conclusion, he noted <br />that staff's recommendation is that the Commission uphold staff's approval of the Modified Plan by <br />denying the appeal. <br /> <br />Discussion ensued relating to drainage issues. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Larry Dingman, 387 Sycamore Road, provided the Commissioners with photographs. He noted that the <br />conditions of approval should not be changed and/or modified. Mr. Dingman provided background <br />information relating to the application. He expressed concern with the slab construction, the location of <br />trees, and lack of enforcement of conditions by the City. He requested that the Keanes be required to <br />install five three-foot box redwood trees on the western side of the house to ensure privacy. <br /> <br />Discussion ensued relating to the storm drainage cash bond posted, the types of trees to be planted, and <br />Mr. Dingman's recent visit to a City Council meeting. <br /> <br />In response to an inquiry by Commissioner Kumaran, Mr. Dingman noted his appeal is in regard to the <br />changes in conditions, the types of trees that will be planted, and the trees overhanging onto the <br />Dingman property. <br /> <br />PLANNING COMMISSION MINUTES 14 October 27, 1999 <br /> <br /> <br />
