Further, she requested that the Commission conduct the meeting such as the <br />City Council, and that a motion and a second be presented and then there be discussion by the <br />Commission members, to expedite the meeting. <br /> <br />Mr. Higdon introduced Phil Grubstick, the Assistant Director of Public Works and City Engineer. <br /> <br />3. MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br /> <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br /> <br />AGENDA <br /> <br />Robert Cordtz, 262 West Angela Street, inquired whether the Phoebe Apperson Hearst school property <br />has been annexed to the City. Mr. Plucker noted that staff will examine the issue and provide an answer <br />to Mr. Cordtz. Further, Mr. Cordtz inquired if annexation hasn't been conducted, would there be more <br />nuclear testing on the school district property. Chairperson Roberts noted that the school district is an <br />independent body and that all information discussed relative to the San Francisco Bemal property was in <br />relation to all the parts except the school property. Mr. Cordtz inquired whether the school district could <br />build on contaminated land. Mr. Swift noted that the property is in the County, the school board <br />authorized proceeding; however, radionuclides studies are being performed and those have been <br />ongoing since the project has been graded. Mr. Swift noted he has not seen the final report; however, <br />the next phase has begun, and that they found to date no evidence of any radionuclides on the property. <br />Mr. Cordtz provided a memorandum to the Commission and expressed concern with the noise coming <br />from the Fairground, which has been discussed many times before. Further, that the City of Pleasanton <br />has no control over issues at the Fairground. He requested that staff examine issues relating to issues at <br />the Fairgrounds. Mr. Cordtz noted that the memorandum handed out to the Commission referenced the <br />fact that the Fairground dumped E. coli in the fair water and that on July 5, 1999 there was a spill from <br />the Fairground going over onto the San Francisco water land. He noted that Alameda County still has <br />not resolved this issue. Further, that animal defecation is ending up in the creek and that no action has <br />been taken. He noted that a communication should be sent to the Fairgrounds that they are not <br />performing their job. Ms. Seto noted that Brian Lorimer, Water Source Control Agent, has been <br />working with staff from the Fairgrounds and with the County Public Health Department regarding this <br />matter. She noted that the City has been trying to facilitate meetings with the various agencies; <br />however, since this property is outside the City's jurisdiction, the City has no other jurisdiction. Mr. <br />Cordtz requested that the Council examine this issue. <br /> <br />Eric Otis Nostrand, Vista Diablo Court, commented on a letter to the editor from Commissioner <br />Kumaran stating that the CAPP folks raised a haifa million dollars since it was a pubic forum. He <br />requested that Commissioner Kumaran work out the numbers. Commissioner Kumaran noted the source <br />of his quote was a letter distributed by one of the founders of CAPP. Mr. Nostrand noted that the CAPP <br />Committee has raised about $8,000. Commissioner Kumaran noted this was a CAPP initiative total and <br />not just for the City Pleasanton and that he had no reason to doubt those figures. <br /> <br />4.
