Mr. Lymburn provided an overview of general background information relating to the Bemal property, <br />including Pleasanton's sewer treatment plant, fines imposed by the Water Quality Control Board on the <br />City of Pleasanton's sewage plant in the 1970's, Pleasanton's provision of a promise to San Francisco to <br />return property to the previous condition prior to sewage sludge treatment, and an indemnity agreement <br />provided to San Francisco for liability incurred from sewage sludge activity on the Bemal property. <br /> <br />Joel Cehn noted that at a previous Commission meeting he stated that he would expect traces of <br />radioactivity on the Bemal property due to the nuclear laundry and after conclusion of study there were <br />no traces of radioactivity on the site. He provided background information relating to the radioactive <br />laundry, the type of clothing laundered at site, the process for processing waste water, disposal of solid <br />waste from site, and transporting of solid waste to another site. <br /> <br />Discussion ensued relating to other facilities that utilized the nuclear laundry, whether the previous <br />operation of laundry would meet today's safety standards, global fallout testing, and effects of effluent <br />on the sewer system from The Cheese Factory. <br /> <br />Ann Holbrough provided an overview of the design sampling plan and highlighted the timeline for <br />scope of work, development of the radiation screening process, soil screening, locations of sampling, <br />and depth and location of boring samples. <br /> <br />Mr. Cehn provided a demonstration and an overview of how sampling was performed, how problem <br />with meter equipment was ascertained and resolved, and the test that was conducted of the soil sampling <br />from the Bemal property. <br /> <br />Discussion ensued relating to the statistical analysis that was performed and clarification of procedure <br />that followed after malfunctioning of equipment. <br /> <br />Dr. Anspaugh provided clarification regarding the correspondence received from Thomas Widner, <br />McLaren/Hart, and the letter from the Department of Health Services. Mr. Widner provided an <br />overview of his September 30, 1999 memorandum and noted his concern that compromises were <br />necessary in conducting study due to the expedited tumaronnd timeline. Mr. Widner noted that his <br />September 30, 1999 memorandum was revised due to additional information that was received and the <br />revised memorandum reflects what could be done to provide more sensitive measurements or more <br />credible or rigorous analysis of soil. <br /> <br />Discussion ensued relating to Mr. Widner's qualifications and clarification of issues expressed in the <br />September 30, 1999 and October 4, 1999 memoranda. In response to an inquiry by the Commissioners, <br />Mr. Widner noted that he is in agreement with the State of California, the County of Alameda, and the <br />experts, that there is no immediate health hazard on the Bemal property. Further, that additional testing <br />should be performed on the Bemal property due to it being utilized as a residential area and prior to <br />additional grading being performed. <br /> <br />Planning Commission Minutes October 7, 1999 <br /> Page 4 <br /> <br /> <br />
