MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />Commissioner Maas initiated discussion relating to applicants being advised of the application process, <br />and she inquired whether applicants are provided a written document as to how the process occurs. Mr. <br />Swift noted that applicants receive a letter that outlines what actions the Commission and the Council <br />took, and subsequent steps to be taken. Further, that the appeal process is outlined in the letters to the <br />applicant. Commissioner Maas suggested that when applicants file an application they receive <br />something describing an overview of the process. She requested that staff look into this matter. <br /> <br />Chairperson Roberts expressed concern with the communication process among the commissioners <br />regarding absences. She noted that it is important that absences are communicated to the Commission <br />and the Commission should vote on special meetings or changes in the meeting. <br /> <br />Commissioner Kumaran noted that special meetings are best decided by the Commission as a group at a <br />meeting. He advised that he believes there should be a three-step process for the staff to follow when <br />scheduling special meetings by telephone. The process should include staff inquiring if each <br />commissioner can attend the meeting; staff informing the commissioners individually of the number of <br />commissioners who can or cannot attend the meeting; and, then, ifa majority of the commissioners can <br />attend a meeting, staff would then advise the commissioners of the meeting date. <br /> <br />Commissioner Kameny stated that it is also important to advise the Chair or staffif they are unable to <br />attend a meeting. <br /> <br />Commissioner Maas stated that she would hope that no one would not attend a meeting in order to <br />manipulate the system for political reasons or other reasons. <br /> <br />Commissioner Kumaran stated that he expects meeting materials on the Friday before a meeting to <br />allow for ample review. Mr. Swift noted that if the Commission feels that they are not receiving <br />materials in a timely manner, which allows for ample review of documents, it is the Commission's <br />prerogative to not take action on the item and continue the item to a future meeting. <br /> <br />Planning Commission Minutes October 7, 1999 <br /> Page 16 <br /> <br /> <br />
