MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE

PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE

AGENDA

Jack Hovingh, 4250 Muirwood Drive, congratulated Chairperson Roberts as the newly-elected
Chairperson and expressed appreciation for her many years of public service and contributions to the
community. Mr. Hovingh expressed concern with the accuracy of a motion made by Chairperson
Kumaran at the July 28, 1999 Commission meeting. He noted the importance of having accurate
motions as part of the legal process. He stated he would be listening to the tape recording of the July 28,
1999 meeting. He further commented on Chairperson Kumaran's statement on Page 25 of the August
25, 1999 minutes "that the minutes reflect what took place at the meeting, and if that needs to be
verified, the only source for this would be the tape recording." Mr. Hovingh noted that the tapes are
recycled and recorded over and therefore the minutes are the record of what transpired and are of
paramount importance in protecting the integrity of the process.

Ed Churka, 507 St. John Street, spoke in support of the Niles Canyon Railway being extended to
Pleasanton. He noted that in 1996, 75 percent of the voters supported the return of the Niles Canyon
Railway to Pleasanton. He requested support from Pleasanton residents for this project and commented
on the possibility of receiving federal funding for extending the train into Pleasanton. He commented on
the City of Fremont's foresight in recognizing the opportunities the railway offers and their desire for the
railway's extension into Pleasanton. In conclusion, he requested support for this project.

Matt Morrison, 5581-A Sonoma Drive, expressed appreciation to the City of San Francisco for the
direction they are taking in relation to the San Francisco Bernal property and possible radionuclide
contamination on the property. He expressed appreciation for being invited to participate in a meeting
with the State and County health officials and he commented on the meeting. He noted that two issues
arose relating to the first phase of testing and hot spots that were not previously identified and
contamination below the non-detection threshold still being a concern. He stated that the Radiological
Characterization for the Bernal Property report is very extensive and noted the importance of receiving
comments from the State to understand the report. Further, he noted the importance of the community
being involved in future meetings of the Health officials relating to the Bernal property.

PLANNING COMMISSION MINUTES Page 2 September 8, 1999
