Commissioner Sullivan referred to Mr. Chestnut's application for design review and conditional use
permit approval for his property on Stanley, noting that the application was sent back to the applicant
and neighbors to resolve issues of concern. Commissioner Sullivan noted that he would support that.
Commissioner Roberts noted that this would be a continuance.

Commissioner Maas asked if the applicant would consider going back to work with the neighbors. The
applicants responded that they did not believe it would change anything.

ROLL CALLVOTE

AYES:
NOES:
ABSENT:
ABSTAIN:

Commissioners Kameny and Maas, and Chairperson Kumaran
Commissioner Roberts and Sullivan
None
None

Resolution No. PC-99-56 was entered and adopted as motioned.

Commissioner Maas stated that she would like the Commission to look at other neighborhoods and
consider possible rezonings to address the matter of second-story additions. Mr. Plucker advised that
there needs to be some particular zoning action to change the existing development standards for to the
R-1-6500 zoning district which apply to a number of properties and neighborhoods throughout the City.
He noted that one of the options could be some type of overlay district or PUD development plan, the
other way would be to amend the actual R-1-6500 zoning district to put in a restriction based on some
type of standards for single-story restrictions. He noted that staff has some concems related to this and
substantial analysis would be required. Commissioner Maas requested that staff pursue this. Mr.
Plucker noted that very few of these types of applications are not resolved at the staff level.

Commissioner Sullivan advised that the action of the Planning Commission can be appealed to the City
Council within 15 days.

The Planning Commission took a break at 8:55 p.m. The meeting was reconvened at 9:00 p.m.

PUD-99-02, Hoss and Moigan Bozorgzad
Application for PUD development plan approval for a four-lot residential development
with lots ranging in size from 19,320 square feet to 34,865 square feet, including design
guideline approval for the future homes, on a 2.4_+-acre parcel located at 488 Sycamore
Road. Zoning for the property is PUD-A/LDR (Planned Unit Development -
Agriculture/Low Density Residential) District.

Gregory Plucker, Associate Planner, presented the staff report, providing an overview of the project
application and the proposed development standards and design guidelines for the property. He
described the proposed circulation, infrastructure requirements, potential grading, and tree mitigation.
He noted that the North Sycamore Specific Plan requires a pedestrian trail that would provide access into
the Sycamore Road area from San Carlos Way. He stated that the design of the pedestrian access is not
set forth in the plan. Mr. Plucker described the proposed trail route, noting that the northern part of the

PLANNING COMMISSION MINUTES Page 11 August 25, 1999
