Commissioner Sullivan referred to Mr. Chestnut's application for design review and conditional use <br />permit approval for his property on Stanley, noting that the application was sent back to the applicant <br />and neighbors to resolve issues of concern. Commissioner Sullivan noted that he would support that. <br />Commissioner Roberts noted that this would be a continuance. <br /> <br />Commissioner Maas asked if the applicant would consider going back to work with the neighbors. Mr. Plucker advised that <br />there needs to be some particular zoning action to change the existing development standards for to the <br />R-1-6500 zoning district which apply to a number of properties and neighborhoods throughout the City. <br />He noted that one of the options could be some type of overlay district or PUD development plan, the <br />other way would be to amend the actual R-1-6500 zoning district to put in a restriction based on some <br />type of standards for single-story restrictions. He noted that staff has some concems related to this and <br />substantial analysis would be required. Commissioner Maas requested that staff pursue this. Mr. <br />Plucker noted that very few of these types of applications are not resolved at the staff level. <br /> <br />Commissioner Sullivan advised that the action of the Planning Commission can be appealed to the City <br />Council within 15 days. <br /> <br />The Planning Commission took a break at 8:55 p.m. The meeting was reconvened at 9:00 p.m. <br /> <br />PUD-99-02, Hoss and Moigan Bozorgzad <br />Application for PUD development plan approval for a four-lot residential development <br />with lots ranging in size from 19,320 square feet to 34,865 square feet, including design <br />guideline approval for the future homes, on a 2.4_+-acre parcel located at 488 Sycamore <br />Road. Zoning for the property is PUD-A/LDR (Planned Unit Development - <br />Agriculture/Low Density Residential) District. <br /> <br />Gregory Plucker, Associate Planner, presented the staff report, providing an overview of the project <br />application and the proposed development standards and design guidelines for the property. He <br />described the proposed circulation, infrastructure requirements, potential grading, and tree mitigation. <br />He noted that the North Sycamore Specific Plan requires a pedestrian trail that would provide access into <br />the Sycamore Road area from San Carlos Way. He stated that the design of the pedestrian access is not <br />set forth in the plan.
