JULY 16, 1999 DRAFT MINUTES <br /> <br />Commissioner Sullivan requested that Page 8, fourth paragraph, include the comments of the <br />commissioners relating to the CEQA process. <br /> <br />MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS THE <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br />AGENDA <br /> <br />Robert Cordtz, 262 West Angela, expressed concern with the movement of soil on the San Francisco <br />Bemal property where the new school is to be built without studies for radionuclides being conducted by <br />the City of San Francisco. Further, he inquired as to the status of the original soil sample, whether <br />property has been annexed into the City, and rules for annexation. Ms. Seto noted that the school <br />district is a separate entity and the City of Pleasanton has no regulatory authority over the School <br />Board's decisions. <br /> <br />Discussion ensued relative to the Commission providing a statement to the School Board relating to the <br />San Francisco Bernal property and Ms. Seto noted this can be agendized for discussion and action at a <br />future meeting. Commissioner Kameny requested this item be agendized for discussion at a meeting <br />when the whole Commission is present. Commissioner Roberts requested that staff obtain and provide <br />copies of the School Board's minutes where this item was discussed. Chairperson Kumaran requested <br />that staff provide the Commission with a report containing background information and recent events <br />that have occurred in relation to the San Francisco Bemal property. Commissioner Sullivan requested <br />that this item be agendized for discussion at the August 25, 1999 Commission meeting. Further, <br />Chairperson Kumaran noted he would prefer the Commission make their comments relating to the San <br />Francisco Bernal property at an upcoming meeting. <br /> <br />Mr. Cordtz further expressed concern with the dumping of fluid, that smelled of sewage, from trailers at <br />the Alameda County Fairgrounds into City of San Francisco sources that run into the Arroyo. He noted <br />he reported this dumping to the City police, fire department, City Council, Zone 7 water agency, and the <br />County Board of Health, and that he requested a report from the City Council relating to inspection of <br />this matter. Ms. Seto noted that City staff will be meeting with the County Department of Health staff, <br />the City of San Francisco, Fairground staff, and Zone 7 water agency staff to discuss this item and to <br />ensure it does not happen in the future. Further, she noted that due to this dumping occurring on County <br />land, there may not have been a report prepared. <br /> <br />Jack Dove, 3263 Vineyard Avenue, #114, expressed concern with applicants ignoring rules, regulations, <br />or zoning laws in constructing buildings and with the Commission's inability to correct problems after <br />projects are built. He noted that the Kaufman and Broad project on Ray Street was approved with the <br />condition of approval that the builder was required to install landscaping between the houses and the <br />railroad right-of-way and installation of a trail from the end of the bridge to Ray Street to fulfill <br />requirements of the General Plan. He noted that due to the County's refusal to permit the City to use the <br />railroad right-of-way, that Kanfman and Broad has been unable to fulfill the conditions that the <br />Commission has required.
