MATTERS INITIATED BY COMMISSION MEMBERS

a. Consideration of Planning Commissioners' Compensation

Chairperson Kumaran noted that when the issue of Commissioners' compensation was raised at a
Commission meeting in July 1999, he stated it would be of value for the Commission to ask the Council
to consider granting credits for extra meetings that the Commissioners attend. He provided the
following as an example: If in July there are two regular meetings and one special meeting that a
commissioner attended, that Commissioner would receive $100 for the month of July for the two regular
meetings and one credit for the special meeting. Then, if during the month of August should that
commissioner attend only one of the regular meetings, the commissioner would receive $100 (one
stipend for the regular meeting and one stipend for the credit).

Commissioner Kumaran stated that the commissioners put in a lot of time (noting the extra meetings
associated with the San Francisco Bernal property project) and while he recognizes that they are
volunteer commissioners, it would still behoove the Council to recognize the efforts of commissioners.

Commissioner Maas advised that she agreed with Chairperson Kumaran's thought process in that it
doesn't seem fair for commissioners to attend extra meetings and then not get compensation for meetings
when they are on vacation. She also suggested that compensation for all commissions be looked at, as
well as the meetings commissioners attend as liaisons. She noted that it is not the financial issue, stating
that she would prefer to not be compensated and be a total volunteer, or at least be given credit for those
meetings. Commissioner Kameny stated that he agreed with Commissioner Maas.

Mr. Swift noted that it would cost much more for the City to keep track of a credit system then to pay a
regular monthly stipend. He stated that he believes if the Finance Department had a say in the matter it
would prefer to pay everyone a flat fee per month whether a commissioner attends a meeting or not. He
noted that the downside to this would be if a commissioner did not attend a meting, someone would say

PLANNING COMMISSION MINUTES Page 7 July 28, 1999
