Mr. Swirl referenced a staff report dated July 14, 1999, and highlighted key areas contained in the report <br />including background information, site design and development standards, building design, parking and <br />driveways, landscaping and grading. In conclusion, Mx. Swift noted that staffs recommendation is that <br />the Commission adopt a resolution approving Case Z-99-175 subject to Exhibit "B," Draft Conditions of <br />Approval. <br /> <br />Chief Stewart Gary of the Livermore-Pleasanton Fire Department, provided an overview of the project <br />including size and location of buildings and growth issues. In conclusion, he noted that the building is <br />aesthetically pleasing and meets the needs of the community with limited expandability. <br /> <br />Discussion ensued relating to the facility on Vineyard Avenue, description of the property line, distance <br />from fuel tanks to the Arroyo, and noise levels and size of generators. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Frank Auf der Maur, 4558 Bemal Avenue, commented on the design of the east side of building being a <br />solid wall. <br /> <br />Chief Gary noted that the existing cave line for the expansion dormitory would be removed and a false <br />eave line would be utilized to add dimension to the solid wall. Further, that an antique hose cart and <br />antique bells from the two cities would be displayed at the project. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Sullivan commented on the great design of the building and stated that there is a need in <br />the commtmity for this facility. However, he expressed concern with noise levels from generators and <br />alarms for residents adjacent to the Arroyo and the proximity of the fuel tank to the arroyo. <br />Commissioner Sullivan noted that due to fuel spills that could occur, he would be in favor of relocating <br />fuel tanks away from the Arroyo. <br /> <br />Discussion ensued relating to the triangular shape of the property, fire codes applicable to fuel tanks, <br />installation of a three-sided containment wall versus a wrought-iron fence, and devices that could be <br />utilized to prevent spills. <br /> <br />Commissioner Sullivan noted he would vote in support of project if there was a containment wall on the <br />back side of fuel tank closer to the Arroyo to prevent fuel spills from nmning into the Arroyo. <br /> <br />Chief Gary noted that staff would be willing to explore significant secondary containment measures on <br />the fuel facility with staff examining the possibility of a containment wall, curb height, and a positive <br />latching system for fuel hoses. <br /> <br />Commissioner Maas commented on the design of the project and noted she would vote in support of the <br />project. <br /> <br />PLANNiNG COMMISSION MINUTES Page 9 July 14, 1999 <br /> <br /> <br />
