July12,1999 <br /> <br /> SUMMARY OF "STRAW VOTE" ACTIONS <br />(Taken at the July 7, 1999 Planning Commission Meeting) <br /> <br />The Planning Commission reviewed each of the substantive issues/alternatives included <br />in Attachment 1 of the June 23, 1999 Staff Report (dated June 9, 1999) and g~ ca, roue <br />r. ama.4o a :~nsensu: ("straw vote")ton its preferred resolution of these issues. Staffs <br />interpretation of the majorit~ position is listed below. When the Planning <br />Commission position would result in a change to the proposed project (the various terms <br />of the "Initial Approvals"), that issue is designated with an asterisk (*). <br /> <br />* 1. Supported inclusion of a transit hub within the Village Center. <br /> <br />Supported Initial Approvals' treatment of residential uses within the Village <br />Center -- permitted but not mandatory. <br /> <br />* 3. <br /> <br />Supported reducing total units allowed, but no new limit was agreed upon. <br />Support was given for adjusting parcel-based ranges to coincide with a <br />lower limit, again with no agreed-upon recommendation. <br /> <br />Supported specifying product-mix ranges, given the reduced total, but no <br />actual percentage mix or ranges was agreed upon. <br /> <br />Supported Initial Approvals' treatment of maximum project-specific <br />density. <br /> <br />Supported increasing the percentage of inclusionary, low-income units to a <br />minimum of 10% of the project total. <br /> <br />Supported: <br /> (i) <br /> <br />(ii) <br /> <br />(iii) <br /> <br />adding text to the Specific Plan to amplify neo-traditional <br />elements desired, such as reducing auto-orientation, opening <br />up yards via fence placement/design, achieving street <br />"people-space" via usable porches, etc.; <br />making all non-alley-oriented small-lot prototypes (lots less <br />than 5,000 square feet) discretionary for City acceptance; and <br />adopting a project-average FAR for small-lot prototypes of 55% <br />rather than using FAR maximums. <br /> <br />Summary of Straw Vote Actions Planning Commission <br /> Page 1 <br /> <br /> <br />
