A motion was made by Commissioner Roberts, seconded by Commissioner Maas, to postpone the <br />final motion on the Final EIR. <br /> <br />ROLL CALL VOTE <br />AYES: Commissioners Kameny, Maas, Sullivan, Roberts and Chairperson Kumaran <br />NOES: Nunc <br />ABSENT: None <br />ABSTAIN: None <br /> <br />The motion carried. <br /> <br />The Commission conducted the "straw-voting" process on the issues contained in the "Substantive <br />Issues/Alternatives," dated June 9, 1999 (attached). The outcome of the "straw-vote" is provided below <br />and also described in the "Summary of'Straw Vote' Actions," dated July 12, 1999 (attached): <br /> <br />1. Nco-traditional Plannine Princioles <br /> <br />Maas <br /> <br />Roberts: <br />Sullivan: <br /> <br />not in favor of relocating the ACE train station; likes the idea of adding the transit <br />hub, possibly with transportation to the ACE and BART stations; supports the <br />transportation system management program. <br />Indicated concurrence with Commissioner Maas; does not support a cemetery; <br />concurs with the staff recommendation for a transit hub with transportation to <br />ACE, BART, and the Downtown; does not envision having the ACE station <br />relocated adjacent to a park. <br />agrees with not having the ACE station near a park or school; she likes having it <br />near the existing Downtown. <br />feels the Village Center is a good start, with residential, commercial/office <br />together, and the transportation is the link that is missing. The ACE station <br />adjacent to the Village Center would complete the link. He supports that concept. <br />Alternative would be to leave the train station where it is and move the Village <br />Center closer to it with pedestrian access to the station. <br />connected streets need to be widen; cemetery use is O.K.; supports moving the <br />ACE station. <br /> <br />2. Village Center Land Uses <br /> <br />Roberts: <br /> <br />Kameny: <br />Maas: <br />Sullivan: <br /> <br />Should allow residential over retail in the Village Center, but would not <br />like to require any certain number of units. <br />Agreed, that it should be allowed, not mandated. <br />Agreed, with the number of units being determined at the PUD stage. <br />Doesn't mean we have to have a number; I would like to see the plan say that <br />residential uses will be integrated with commercial office; mandated without <br />requiring a certain number of units. <br />No comment. <br /> <br />PLANNING COMMISSION MINUTES Page 4 July 7, 1999 <br /> <br /> <br />
