It was noted that there is a previous motion on the floor, and the applicant requested that the <br />Commission not act on that motion until they had the opportunity to provide feedback. The <br />Commission agreed to hear the feedback, and Commissioner Roberts withdrew the motion, for the time <br />being. <br /> <br />Jeff Grote of the Planning Collaborative, representing the applicant, noted the City of San Francisco <br />would support staffs recommendations and that conducting the "straw vote" would allow the applicant <br />to gather additional information for the commissioners' review. He noted that the commissioners <br />requested at the previous meeting information relating to traffic, energy, radionuclides, the Arroyo, noise <br />levels, visual impacts of noise berms, and removal of heritage trees. He noted that while he asked for a <br />continuance at last week's meeting, one week was not sufficient to compile comprehensive, substantive <br />information, and that in light of the City Council's direction he felt that additional time was available to <br />provide the information. He stated that he would be providing additional information at a future meeting <br />and he requested that the Commission consider postponing action on the Final EIR until such time that <br />additional information can be brought to the Commission. <br /> <br />Commissioner Sullivan indicated that he thought that the applicant had requested a continuance in order <br />to provide them the oppommity to provide additional information regarding concerns related to the EIR, <br />and stated that he is disappointed with the process that has been taken. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Brian Arkin, 3740 Newton Way, inquired as to the timeline related to the purchase price of the Case <br />Avenue Elementary School. He also expressed concern with mitigation measures for traffic, as <br />contained in the EIR, and he requested that the Commission consider the negative impacts the project <br />will have on the residents of the City of Pleasanton. <br /> <br />Matthew Morrison, 5581-A Sonoma Drive, requested that the Commission not certify the EIR without <br />investigation of the radionuclides on the property. He noted that he believes the staff report makes <br />factual mistakes relating to radionuclides on the property. In conclusion, he noted that the EIR is <br />incomplete and that an analysis should be performed on the property before there is approval of the EIR. <br /> <br />Norma Duffy, 436 14th Street, Oakland, expressed concern with possible radionuclides on the property <br />and the property being farmed for food for animals. She noted that her race horses are fed hay from this <br />property, and she expressed concern with the safety issues for human and animals consuming possible <br />radionuclides. Ms. Duffy requested that an analysis of the property be preformed before the EIR is <br />certified. <br /> <br />Chairperson Kumaran asked for the applicant's sense of a possible timeframe of when they would be <br />able to readdress issues related to traffic, PG&E, radionuclides, etc. Mr. Grote advised that he felt it <br />would be necessary to hear the Commission's discussion of the matters under review for this evening. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />PLANNING COMMISSION MINUTES Page 3 July 7, 1999 <br /> <br /> <br />
