21. <br /> <br />Proposed Project: Development which may occur outside an existing five-minute <br /> response zone, but which will be within such zone after fire station <br /> construction, may be constructed without sprinklers during the interim period. <br /> <br />Alternatives: <br /> <br />Require new development outside any five-minute response zone, interim <br />as well as permanent, to be sprinklered. <br />Phase new development so no development occurs outside the existing <br />five-minute response zone until the fire station is occupied. <br /> <br />Discussion: <br /> <br />The new fire station is currently an unfunded, unscheduled project in the <br />current Capital Improvement Program. An unknown period may occur <br />when new houses are occupied outside of the current five-minute <br />response. This year's C.I.P. is a worst case, "no more approvals" <br />projection. However, even it this project is approved, other priority <br />unfunded projects may postpone the relocation of Fire Station 1. San <br />Francisco does not believe its project should be at risk for being delayed <br />should the City postpone construction of the new station. The General <br />Plan specifies new development must be within a five-minute response <br />zone or otherwise protected (sprinklers is the standard alternative <br />mitigation); it does not address interim periods. Staff believes an interim <br />period for units, which will come within the five-minute response zone, to <br />be outside the existing five-minute response zone is acceptable and meets <br />the General Plan requirement. However, sprinklering homes is relatively <br />cheap and provides benefits for homes even within a future five-minute <br />response zone. <br /> <br />Principles of Agreement: Specifies new construction may occur as described in the <br /> initial approvals. <br /> <br />StaffRecommendation: A more convincing reading of the General Plan would require <br /> delaying construction of or sprinklering homes outside the existing <br /> five-minute response zone, but the interim period is likely to be short. <br /> Staff believes, however, that the issue of sprinklering should be decided on <br /> a citywide basis (an action which would apply to San Francisco as an <br /> allowable "new local rule," in staffs interpretation), not as a <br /> project-specific requirement. <br /> <br />Noise <br /> <br />Issue: <br /> <br />All areas of the project should meet General Plan noise goals: 60dB Ldn in <br />yards and 65 dB Ldn in parks/golf courses. <br /> <br />Proposed Project: Noise levels are reduced through many different strategies, but some <br /> areas (golf course and yards) will exceed 65 dB Ldn and other areas, including <br /> <br />Substantive Issues/Alternatives Page 23 June 9, 1999 <br /> <br /> <br />
