19. <br /> <br />20. <br /> <br />StaffRecommendation: Staff is satisfied that the structure of the initial approvals <br /> satisfactorily addresses these issues; review of specific plan's addressing <br /> the precise issue, with City discretion, allows the City to adopt reasonable <br /> requirements with full information available to it. <br /> <br />Schools <br /> <br />[ssue~ <br /> <br />The plan should provide for possible additional schools and for use of school <br />funds if facilities are built before project build-out. <br /> <br />Proposed Project: Provides site for elementary school per Pleasanton Unified School <br /> District Master Plan; abides by "flat fee" agreement or successor agreement. <br /> <br />Alternatives: <br /> <br />Accommodate additional school sites (see #12 above). <br />Utilize school fee equivalent, if not necessary for new school construction, <br />for school endowment (or other allowable school use) or for City youth <br />programs. <br /> <br />Discussion: <br /> <br />See #12 generally for discussion of reserving additional school sites. <br />Pleasanton Unified School District and San Francisco have reached <br />agreement on the "flat fee agreement" and are exploring mechanisms to <br />ensure each project unit contributes even though all planned facilities may <br />be built prior to project build-out (a likely occurrence if school facilities <br />are to be present when needed). Per SB 50, it is unclear how the City may <br />require certain school-related mitigations. Having San Francisco and the <br />Pleasanton Unified School District reach an agreement prior to City <br />approval of the project would be a desirable end. <br /> <br />Principles of Agreement: Specifies reserve for planned elementary school site; specifies <br /> school fees to be paid "at same rate as other properties in Pleasanton." <br /> <br />Staff Recommendation: The school requirements should be modified as necessary to <br /> meet SB 50 concerns, to reflect purchase of the elementary school site by <br /> the Pleasanton Unified School District, and to reflect any Pleasanton <br /> Unified School District-San Francisco agreement. Absent such an <br /> agreement covering furore fees, the City should specify use of otherwise <br /> contributed school fees for City youth programs. <br /> <br />Fire <br /> <br />Issue: <br /> <br />Development should not occur outside a five-minute response zone during any <br />interim period prior to construction of the fire station unless sprinklered. <br /> <br />Substantive Issues/Alternatives Page 22 June 9, 1999 <br /> <br /> <br />
