Rezone the approximately 70.3 acres of the Bemal Property already within the jurisdiction of the <br /> City of Pleasanton from I-P (Industrial Park) to Planned Unit Development (PUD) District. <br /> Rezone the one-acre parcel owned by the City of Pleasanton from I-P (Industrial Park) to P <br /> (Public and Institutional). <br /> Prezone the portion of the Alameda County Transportation Corridor to Planned Unit <br /> Development (PUD) - Transportation Corridor. <br /> Prezone the Union Pacific Railroad right-of-way to Planned Unit Development (PUD) - <br /> Transportation Corridor <br /> Approval of a comprehensive PUD Development Plan for the Bernal Property, incorporating <br /> Development Standards and Design Guidelines, to govern future development of the Bemal <br /> Property. <br /> Approval of the Preannexation Development Agreement, Growth Management Agreement, <br /> Bernal Interchange Construction and Reimbursement Agreement, Bernal Bridge <br /> Construction and City Consultant's Fees Agreement, Agreement for Conveyance of Real <br /> Estate - Park Expansion Parcel, Agreement for Conveyance of Real Estate -Civic Center <br /> Property, and Verona Road Agreement for the Bernal Property project. <br /> <br />Mr. Swift provided an overview of a memorandum dated June 21, 1999 from the Alameda County Flood <br />Control and Water Conservation District; the June 28, 1999 Planning Commission staff report; and the <br />flood control analysis and recommendation for the Bernal Property Specific Plan. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Jeff Grote of the Planning Collaborative referenced the June 21, 1999 memorandum from the Alameda <br />County Flood Control and Water Conservation District and commented on Zone 7 water issues and the <br />water that will be used to irrigate the golf course. He noted that San Francisco has taken the <br />Commission's concerns and requests for information seriously, and he requested that the Commission <br />forward this project to the City Council for its review. <br /> <br />Matthew Morrison, 5581-A Sonoma Drive, commented on possible radionuclides on the Bernal <br />property and stated if any of the property is contaminated, it would significantly change the project. He <br />expressed concern with approving any portion of the project until additional analysis is performed. He <br />commented on a memorandum received from the California Department of Health Services relating to <br />the San Francisco Bernal property. In conclusion, he noted that due to recent information received <br />concerning possible radionuclides on the property, the Commission should not certify the EIR at this <br />time. <br /> <br />Mr. Swift commented that an analysis of the whole site would be required before any part of the project <br />is commenced. <br /> <br />Brian Arkin, 3740 Newton Way, noted that approval of this project constitutes one of the most important <br />projects the City has undertaken. He requested that the Commission analyze whether this project is the <br />most appropriate use for this land for the community and the benefits offered. He noted his desire for all <br />projects in the area paying a higher traffic mitigation fee to avoid residents paying taxes to mitigate <br />problems caused by development.
