Chairperson Kumaran noted his previous request to reduce the size of the lots by the driving range. <br /> <br />Discussion ensued relating to the time necessary to review plans for custom homes, having staff red flag <br />custom home designs for this development, and staff developing a process for streamlining perusal of <br />custom home designs. ' ' <br /> Commissioner Roberts and Chairperson Kumaran expressed concurrence with the <br />Commission reviewing custom home plans. <br /> <br />Chairperson Kumaran requested a straw vote on reducing the number of homes in development from 34 <br />to 33 lots and eliminating Lot 5b. Commissioner Kameny, Maas and Robert noted they would not be in <br />favor of reducing the number of lots in development. Commissioner Sullivan and Chairperson Kumaran <br />noted they would be in favor of reducing the number of lots in development. <br /> <br />Further, Chairperson Kumaran requested a straw vote on allowing the Connmission to review the <br />designs on custom homes. Commissioner Maas noted she would like staff to put together a procedure for <br />administrative review of custom homes. Commissioner Sullivan noted he would desire the Commission <br />to conduct a design review on custom homes. Commissioner Roberts noted her desire with having staff <br />notify the Commission of design review for custom homes and the Commission reviewing the plans, if <br />necessary; however, she was not in favor of reviewing each custom home. Chairperson Kumaran stated <br />he would desire that the Commission review the custom home design. Commissioner Kameny stated his <br />preference for allowing staff to review custom homes with notice given to the Commission of design <br />review. <br /> <br />Commissioner Sullivan noted that there was inadequate information in the staff report for the EIR <br />relating to the butterfly habitat and earthquake fault and that there has been no additional information <br />provided. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Roberts, finding that the <br />proposed PUD development plan modifications are consistent with the General Plan and the <br />Happy Valley Specific Plan; making the PUD findings as listed in the attached March 10, 1999 <br />staff report; and recommending approval of the project subject to the conditions listed in Exhibit <br />"B," with the following modifications: (1) all accessory structures on Lots 1 through 5A shall have <br />the same side yard setbacks as the primary structure, (2) Lot 31 shall be a single-story home, and <br />(3) plans for all custom homes shall be forwarded to the Planning Commission at the time of <br />public hearing notice; and approval of alternatives 1, 3 and 5. <br /> <br />ROLL CALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Kameny, Maas, Roberts, and Chairperson Kumaran <br />Commissioner Sullivan <br />None <br />None <br /> <br />Resolution No. PC-99-41 was entered and adopted as motioned. <br /> <br />PLANNING COMMISSION MINUTES Page 5 June 23, 1999 <br /> <br /> <br />
