Jack Chestnut, applicant, commented on the history of the house and the proposed additions to the <br />house. He noted that the same character is being retained for the addition as is present on the original <br />house, and that the house blends with the character of the rest of the neighborhood. In addition, he <br />commented on his desire to restore the barn and provided an overview of the restoration process for the <br />barn. <br /> <br />Discussion ensued relating to the status of the open space parcel adjacent to property. Commissioner <br />Maas advised that she visited the property. <br /> <br />Deborah Redondi, 4140 Stanley Boulevard, noted she is not opposed to the renovation of the house; <br />however, she expressed concern with the property receiving two addresses, the number of people who <br />can occupy the residence, and the proximity of the residence to the property line. She noted that if these <br />issues are resolved to the Commissions' and neighbors' satisfaction, then it is appropriate to the approve <br />application at the present time. Further, she noted her desire for the barn to be saved and noted that if <br />other hearings are scheduled for the application that they be scheduled concurrently. <br /> <br />Patrick Knapp, 4120 Stanley Boulevard, noted his concurrence with Ms. Redondi's statement of <br />resolving issues relating to the application. He expressed concern with the planning process and noted <br />there was a request for a comprehensive plan to avoid another hearing. He noted that concessions were <br />made by the neighbors and requested that there be one plan and one approval for the secondary unit plan. <br />He requested that the Commission take a five-minute recess to allow the neighbors and the applicant to <br />resolve outstanding issues. <br /> <br />There was discussion by the Commission whether to grant Mr. Knapp's request. Chairperson Kumaran <br />noted that Item No. 6a will be continued after Item No. 6b. <br /> <br />Chairperson Kumaran acknowledged Geoff Cooper, former Planning Commissioner, and expressed <br />appreciation for the diligence and knowledge that Commissioner Cooper demonstrated when serving on <br />the Planning Commission. <br /> <br />b. PUD-98-16~ City of Pleasanton <br /> Application for Planned Unit Development development plan approval for a municipal golf <br /> course, club house, and a maximum of 34 new home sites plus three existing residences of <br /> 338 acres of land located generally southeast of the Happy Valley/Alisal Road intersection. <br /> The property has been pre-zoned PUD (Planned Unit Development) - GC (Golf Course); <br /> LDR (Low Density Residential); and A/OS (Agriculture/Open Space) District. <br /> <br />Mr. Swift referenced a staff report dated June 23, 1999 and highlighted key areas contained in the report <br />includ!ng, background information, project description, southeast driving range lots, previous <br />commission recommendations, and the design review process. Further, Mr. Swift noted that there are <br />two modifications to the recommendations that production houses come back to the Commission for <br />design approval and that custom homes be reviewed by staff. In conclusion, Mr. Swift noted that staff's <br />recommendation is that the Commission find that the proposed PUD development plan modifications are <br />consistent with the General Plan and the Happy Valley Specific Plan; make the PUD findings as listed in <br /> <br />PLANNING COMMISSION MINUTES Page 3 June 23, 1999 <br /> <br /> <br />
