MEETING OPEN FOR ANY MEMBER OF THE AUDIENCE TO ADDRESS TH ~; <br />G COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br /> <br />There were none. <br /> <br />4. _REVISIONS AND OMISSIONS TO THE AGENDA <br /> <br />Mr. Swift noted a brief recess should be taken between Items No. 3 and No. 4 to allow Dan Parker to set <br />up for his visual analysis presentation for the San Francisco Bemal property. <br /> <br />Chairperson Kumaran noted that no additional agenda items would be started after I 1:00 p.m. and <br />inquired whether any of the applicants would like to have their items held to the next meeting. There <br />was no response. <br /> <br />5. .MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />6. PUBLIC HEARINGS <br /> <br />_UP-98-76/Z-98-98-311, Jack Chestnut <br />Applications for: (1) administrative design review approval to construct two, one-story <br />additions totaling approximately 260 square feet to an existing, approximately 413 <br />square-foot, detached accessory structure (resulting in a total area of approximately 673 <br />square feet) located adjacent to the eastern side yard of the property at 4128 Stanley <br />Boulevard; and (2) conditional use permit approval to establish a second unit within the <br />same detached structure. Zoning for the property is R-I-20,000 (single-family residential) <br />District. <br /> <br />Mr. Swift noted that this application was heard by the Commission at a public hearing on December 9, <br />1998 in which the Commission denied the application. This action was subsequently appealed by the <br />applicant to the City Council in which the Council, at the February 23, 1999, City Council meeting, <br />continued the application and directed the applicant, staff and neighbors to resolve design issues. <br />Further, Mr. Swift referenced a staff report dated June 23, 1999 and highlighted key areas contained in <br />the report including background information, site description, adjacent properties, second unit, project <br />description, land use compatibility, site development standards, design, off-street parking, <br />traffic/circulation, and neighborhood comments. In conclusion, Mr. Swirl noted that staffs <br />recommendation is that the Commission make the conditional use permit findings and approve Cases <br />UP-98-76 and Z-98-311 subject to the conditions listed in Exhibit "B." <br /> <br />Discussion ensued relating to construction hours and design of the proposed loft in the barn. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />PLANNING COMMISSION MINUTES Page 2 June 23, 1999 <br /> <br /> <br />
