She inquired as to the process for notification of the <br />meeting and suggested putting a sign on property displaying information relating to hearings. <br /> <br />Commissioner Sullivan expressed concurrence with displaying signs on the property. Chairperson <br />Kurnaran expressed agreement with information being posted on a web site. <br /> <br />Commissioner Sullivan noted there are a lot of regional problems that are affecting the community <br />including population growth, transportation, water supply, electrical power, sewer waste capacity, <br />distribution problems, excessive traffic, and school overcrowding. Further, in light of problems that the <br />City is still being asked to grant development of this project as well as all the others already approved. <br />He spoke in support of the neo-traditional mixed-used plan, the Ahwannee principles for the Village <br />Center, creation of a pedestrian-oriented community, and affordable housing. He expressed concern <br />with the scale of the project and the impacts on the community. Further, he stated his desire to provide a <br />project that is valuable to the community and not provide a negative impact. He commented on the link <br />between the transportation, residential, and commercial retail, and noted that the link is the train station. <br />He spoke in favor of the train station be located in close proximity to the project to allow for pedestrian <br />usage. Further, that the golf course does not promote pedestrian use. <br /> <br />Commissioner Sullivan expressed concem with approval of a project that will allow for developer's <br />rights for ten years and noted that the General Plan is not accurate for today's use. He expressed a <br />preference for a Specific Plan and individual PUD's as parcels are built out so conditions in ten years can <br />be addressed. He noted that there is still no information on how the project will affect the traffic and <br />expressed concern with the view that additional projects being approved will not affect traffic. He noted <br />that the golf course is not within walking distance to development and will generate additional traffic. <br />He noted his desire for an organic program for the golf course, viewing a plan for the school site, and <br />utilizing enhanced resource and energy efficient programs beyond what the State of California requires <br />for commemial and multiple residential units. He expressed concern with issues relating to the Arroyo <br />being utilized as a drainage ditch and effects of upstream neighbors. Further, he expressed concurrence <br />with being advised of Zone 7 decisions, the City's upstream retention of the Arroyo, and utilizing <br />by-pass channels to keep the Arroyo's riparian habitat intact. <br /> <br />Commissioner Kameny noted that Commissioners Maas and Sullivan have voiced many of his concerns <br />and that the development will have a regional impact. He expressed concern with traffic on Bernal, with <br />the massiveness of the project, and noted his desire for a project with less density, less units, and with <br />mid-point range density. He noted his desire for additional below-market-rate housing for the project. <br />He stated he would not be in favor of relocating the train station due to increases in traffic, and he noted <br />the location of current station allows access from Bemal and the Fairgrounds. He expressed concern <br />with issues relating to the Arroyo and domain powers of Zone 7. Further, that issues relating to Zone 7 <br />need to be resolved before the project is commenced. <br /> <br />Commissioner Roberts noted that when the Development Agreement is discussed that there should be <br />discussion of allowing the PUD to allow for schools elsewhere on the property. She spoke in favor of <br />additional analysis being performed on traffic levels in the City within the next ten years, and the Arroyo <br />issues.
