Arlene Utal, 712 Bancroft Road, Walnut Creek, proposed that a daycare center of approximately <br />55,000 square feet on 1.25 acres be permitted near the elementary school. She further noted that she has <br />been working with staff and landowners to incorporate a public use feeling into the center. She <br />requested that the Commissioners support staffs recommendations regarding this use. <br /> <br />Nancy Storch, 3193 Chardonnay Drive, referenced her letter dated March 23, 1999 and requested that <br />additional work be performed on the EIR, with costs to the City being re-evaluated. She expressed <br />concern with noise issues from traffic and construction, and effects on public welfare due to the location <br />of the school near the quarry and the community park on a landfill site. <br /> <br />Rob Liszt, 992 Montevino Drive, noted he is speaking on behalf of the residents on Montevino Drive. <br />He expressed concern with the level of speed and noise impacts from traffic on Montevino Drive. He <br />stated that the recommendations from staff are lacking in terms of specific results and placing the burden <br />of correcting and paying for mitigation on residents. He further requested that a traffic study be <br />conducted for Montevino Drive to determine if peak-hour vehicle speed and volume of noise from <br />cut-through traffic are within acceptable guidelines. He concluded by requesting that the Commission <br />re-examine viable solutions to cut-through traffic on Montevino Drive. <br /> <br />Ray Rosa, President, Friends of the Vineyards, referenced a letter dated March 23, 1999 and expressed <br />concern with the limited number of acres designated for vineyards. He requested that land needed for <br />public facilities be taken from land uses other than vineyards. <br /> <br />Rob Lloyd, 854 Montevino Drive, expressed concurrence with Mr. Liszt's concerns relating to traffic <br />and noise. He noted that staff's recommendation to lower speed limits on Vineyard Avenue will not <br />reduce noise impacts. He expressed concern with a fire lane being installed adjacent to his property and <br />requested there be no emergency access at that location due to excessive noise and traffic impacts. He <br />commented on the triangular piece of street right-of-way adjacent to his property that is owned by the <br />City and his attempts to purchase it. He noted that this piece of land is an eyesore and reiterated his <br />interest in purchasing it. <br /> <br />Charles Goldman, Law Offices of Bowles & Vema, 2121 North Califomia Street, Walnut Creek, <br />expressed concern with Lot 28 being utilized to protect the wetlands. He opposed any reduction in <br />housing density on Lot 28. He spoke in favor of the southwest comer of this lot being designated as <br />Open Space and the vineyard land being used as a buffer between Lots 29, 30, and 31 and the Foley <br />Ranch. He spoke in favor of utilizing a berm and planting evergreen trees along the south border of <br />Lot 28; however, he expressed concern with the visual impacts of clustering homes on Lot 28 as far to <br />the west as feasible, and requirements for single-story homes. He requested that a site specific <br />justification be performed for each residence before requiring single-story homes. <br /> <br />Gary Oetman, 7508 Hillsdale Drive, stated that due to the realignment of Vineyard Avenue, he has lost <br />approximately ½ acre of property. He referenced a letter from the City Attorney and noted the unfair <br />treatment by the City in reducing the number of lots on his property from three to two. <br /> <br />Brian McGuire, 233 Del Valle Court, requested clarification of Attachment 8, Page 3, Item No. 24.
