Discussion ensued relating to the responsibility of the School Board in mitigating school overcrowding <br />issues, the small number of children who will be attending school from this project, the development <br />being coordinated with School Board decisions to allow reasonable attendance in schools, and the Rose <br />Avenue property being tied in with the Downtown Specific Plan. <br /> <br />Commissioner Sullivan amended his motion to incorporate a study of how the Rose Avenue fits into the <br />Downtown Specific Plan and its relation to the Downtown. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Sullivan and Roberts, Chairperson Kumaran <br />Commissioner Cooper and Maas <br />None <br />None <br /> <br />Resolution No. PC-99-08 was entered and adopted as motioned. <br /> <br />A motion was made by Commissioner Sullivan, seconded by Commissioner Roberts, to deny <br />PUD-98-06. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Sullivan and Roberts, Chairperson Kumaran <br />Commissioner Cooper and Maas <br />None <br />None <br /> <br />The motion passed on a 3-2 vote. <br /> <br />Resolution No. PC-99-09 was entered and adopted as motioned. <br /> <br />Chairperson Kumaran noted that the applicant has 15 days to file an appeal with the City Council. <br /> <br />RZ-98-10, Dale Morris <br /> Application to rezone an approximately 7,500 square-foot lot located at 141 Ray Street <br /> from the RM-1500 (Multi-Family Residential) District to the R-1-6,500 (Single-Family <br /> Residential) District. The Planning Commission will also consider the Negative Declaration <br /> prepared for the project. <br /> <br />Mr. Iserson referenced a staff report dated February 10, 1999 and highlighted key areas contained in the <br />report including background information, project description, impact on adjacent uses, building and fire <br />code regulations, general plan consistency, public notice, and environmental assessment.
