Chairperson Kumaran disclosed he met the developer and toured the property. He expressed support <br />with land-use compatibility, the quality of development, and the dedication of 55-acres to open space. <br />He expressed some concern with circulation and traffic elements and the intersection at Foothill Road <br />and Dublin Canyon Road, but noted that an alternative route for traffic using Foothill Road and <br />Stoneridge Drive will open in the near future. He commented that environmental issues have been <br />resolved and expressed concern with the visibility of the development. In conclusion, he noted he would <br />be in support of the project and requested a condition be added that sufficient trees be planted on the <br />project to reduce visibility of homes from Interstate 580 and Hopyard and Interstate 680 and Stoneridge <br />Drive. <br /> <br />Discussion ensued relating to whether lot one would be conditioned due to it being an existing residence <br />with existing visibility, the types of trees to be used to mask development, developers responsibility to <br />maintain landscaping before residents move into homes, whether trees should be in place before or after <br />construction, the conditions already in place to protect visibility concerns, and having the Commission <br />review the design of the house to ensure viability concerns. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Cooper, to adopt a <br />Negative Declaration recommending approval of the draft Negative Declaration prepared for the <br />project. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Maas, Roberts, and Chairperson Kumaran <br />Commissioner Sullivan <br />None <br />None <br /> <br />Resolution No. PC-99-13 was entered and adopted as motioned. <br /> <br />Commissioner Sullivan noted he voted in opposition to the motion due to issues relating to impacts on <br />grassland and wildlife habitat. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Roberts, to make the <br />findings as listed in the staff report that the PUD rezoning to PUD-RDRfPHS and development <br />plan are consistent with the General Plan and purposes of the PUD ordinance. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Maas, Roberts, and Chairperson Kumaran <br />Commissioner Sullivan <br />None <br />None <br /> <br />PLANNING COMMISSION MINUTES Page 14 February 10, 1999 <br /> <br /> <br />
