Chairperson Kumaran requested that Roll Call Vote, West Foothill Overlay District, be amended to read, <br />"Chairperson Kumaran abstains." <br /> <br />On order of the Chairperson, the minutes of January 13, 1999, were approved as amended. <br /> <br />3. MEETING OPEN FOR ANY MEMBER OF TItE AUDIENCE TO ADDRESS TItE <br /> <br />PLANNING COMMISSION ON ANY ITEM WHICH IS NOT ALREADY ON THE <br /> <br />AGENDA <br /> <br />There were none. <br /> <br />4. MATTERS CONTINUED FOR DECISION <br /> <br />There were none. <br /> <br />PUBLIC HEARINGS <br /> <br />Z-98-296/SPA-98-3, Red Bear, Inc. <br />Application for (1) design review approval to construct at 39-unit hotel at 807 Main Street, <br />and (2) for a Downtown Specific Plan Amendment to permit the construction of a <br />three-story building where two-stories is the limit. Zoning for the property is C-C (Central <br />Commercial/Downtown Revitalization District. The Planning Commission will also <br />consider the Negative Declaration prepared for the project. <br /> <br />Mr. Iserson referenced the staff report dated January 27, 1999 and highlighted key areas contained in the <br />staff report including background information, site and project description, design review, proposed <br />building design, certificate of appropriateness, general Downtown Specific Plan land use conformity, <br />zoning and uses, development plan conformity with downtown regulations, site plan, traffic circulation, <br />Main Street/Ray Street, St. John Street Realignment, driveway analysis, parking, noise, grading, <br />landscape/screening/signage, and public notice. <br /> <br />In conclusion, Mr. Iserson stated that staffs recommendation is that the Commission find that the project <br />would not have a significant effect on the environment and approve the draft Negative Declaration with <br />the finding that the project has a De Minimis impact on the site's wildlife; recommend approval of Case <br />Z-98-296, an application for a certificate of appropriateness to demolish the existing building and an <br />application for design review approval to construct a 39 room hotel, subject to the conditions shown in <br />Exhibit "B," and forward the proposed applications to the City Council for review at a public hearing; <br />and, adopt a Resolution recommending approval of Case SPA-98-03 to the City Council, amending the <br />Downtown Specific Plan to allow three-story buildings subject to meeting certain design criteria as <br /> <br />PLANNiNG COMMISSION MINUTES Page 2 January 27, 1999 <br /> <br /> <br />
