(Recess taken from 8:30 to 8:35 p.m.) <br /> <br />7. MATTERS INITIATED BY COMMISSION MEMBERS <br /> <br />a. Discussion of Modifications to the West Foothill Road Overlay District <br /> <br />Mr. Iserson referenced the staff report dated January 13, 1999 and highlighted key areas <br />contained in the report including background information, project description, and issues which <br />have been brought up by the Planning Commission or staff regarding the special development <br />standards of the WFRCOD. He suggested ways to address the various issues and asked the <br />Commission to discuss the items mentioned, decide if it would like to initiate a modification to <br />the Zoning Ordinance, give direction to staff as to which of these and any other topics it would <br />like included in a possible modification to the WFRCOD, and provide specific direction on the <br />content for such changes. Further, that staff will then return to the Commission with a draft <br />Ordinance for the Commission's review and recommendation to the City Council. Further, he <br />noted that Commissioner Matt Sullivan has submitted his comments in a memorandum dated <br />January 13, 1999 relating to the Foothill Road Overlay District Guidelines; these comments were <br />distributed to the other Commissioners this evening. <br /> <br />Discussion ensued among Commissioners and staff relating to residences that have already been <br />approved in the design review process, current conditions that exist on lots, and designs of <br />residences. <br /> <br />Chairperson Kumaran requested that the Commission address issues on an individual basis in <br />order to provide clear direction to staff. He referenced page 570-2, Section 18.78.070, of the <br />West Foothill Road Corridor Overlay District. <br /> <br />After discussing these regulations and issues, the consensus of the Commission was as follows: <br /> <br />Existing subsection should be the only regulation specifically addressing the west tier <br />lots adjoining Foothill Road; all other existing regulations of that section should apply to <br />al._!l lots in the WFRCOD. <br /> <br />The thirty-foot height limit was acceptable, but staff should propose a limit as to how <br />high architectural features such as cupolas, spires, and towers should be and propose a <br />limit for them. <br /> <br />Grading in hillside areas should be contour grading. <br /> <br />The FAR should be limited to 20% with an exclusion of up to 600 square feet for <br />garages. <br /> <br />A visual analysis is required during the review process for new development. <br /> <br />PLANN1NG COMMISSION MINUTES Page 6 January 13, 1999 <br /> <br /> <br />
