minimum lot sizes smaller than 10,000 square feet. Staff has brought back a revised ordinance with <br />those restrictions. In conclusion, Mr. Iserson stated that staffs recommendation is that the Planning <br />Commission approve Case RZ-98-03 to the City Council, by adopting a resolution, either Exhibit A. 1 or <br />Exhibit A.2, and forwarding the proposed amendment to the City Council for review at a public hearing. <br />He clarified the difference between the two Exhibits as being based on minimum lot size or on zoning <br />district, and suggested that the Commission discuss the two approaches and select which it prefers or <br />modify them further. <br /> <br />Discussion ensued relating to proposed setbacks; pros and cons of requiring an address for detached <br />second units, and clarification of setbacks contained in Exhibit A1 and A2. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Robert Cordtz, 262 West Angela, requested that the ordinance also encompass the older residences in <br />downtown Pleasanton. Mr. Iserson explained that the Core Overlay District does that, and under the <br />proposed ordinance, property owners with single family homes in the Downtown would have an option <br />of establishing a second unit. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Kameny expressed support with utilizing 10,000 square foot lots in any zoning district <br />for secondary units to accommodate affordable housing and expressed a preference for Exhibit A. 1. <br />Commissioner Cooper was concerned with neighborhood faimess under Exhibit A. 1. Some people in a <br />neighborhood may be able to get a detached second unit, but others could not. He felt this could lead to <br />problems. <br /> <br />Commissioner Maas and Chairperson Kumaran expressed concern with the visual impacts of secondary <br />residences on smaller lots and expressed a preference for Exhibit A.2. Commissioner Cooper and <br />Commissioner Roberts expressed concern with secondary units being in close proximity to neighbors, <br />with impacts on views and potentially creating intrusions into neighbors' yards, and expressed a <br />preference for Exhibit A.2. <br /> <br />A motion was made by Commissioner Maas, seconded by Commissioner Roberts, to <br />recommending approval of Case RZ-98-03, as shown in Exhibit "A.2," and forwarding the <br />proposed ordinance to the City Council for review at a public hearing. <br /> <br />ROLLCALLVOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Cooper, Maas, Roberts and Chairperson Kumaran <br />Commissioner Kameny <br />Commissioner Sullivan <br />None <br /> <br />Resolution No. PC-99-02 was entered and adopted as motioned <br /> <br />PLANNING COMMISSION MINUTES Page 5 January 13, 1999 <br /> <br /> <br />
