Commissioner Maas <br />advised that thc staff report states that three heritags-size valley oak trees are to be ~moved and <br />she would like to know the value of those trees, <br /> <br />Commi**ioner Maas stated that the Commission had also previously discussed the use of <br />cl~teri~ homes vs. cul-de-sac. Mr. Pavan advised that stafflooked at that option, but <br />determined that it made the issue of noise from the Lonestar plant much more problematic. <br /> <br />Commi~ioner Arkin advised that he believes the ten-foot side- and rear-yard setbacks are <br />troublesome for homeowners constructing sheds over six feet in height. Mr. Pavan noted that the <br />s~tbacks are as stated in the Specific Plan. <br /> <br />In response to a request from Chah~rson Sullivan, Mr. Swift provided information regarding <br />tbe statu~ of discussions related to the cooperative fee agreement. He noted that the school <br />district would like to have the comtruction of the Vineyard school started by this summer so that <br />it would be operable by fall of 2002. <br /> <br />Chalrpe~on Sullivan asked for an updat~e on the disc~ ussions regarding the Oreen Building <br />pmetice~. Mr. Pavan advised that a final proposal will be presented at the tentative map hearing. <br />He further advised that the meetings with the applicant and staffhave been very positive and it <br />looks like the practices will exceed those of the C-reenbriar Bernal property project. <br /> <br />PI. IBLIC HEARING WAS OPENED <br /> <br />COMMI/NTS FROM THE APPLICANT <br /> <br />Phil Rowe of Delco Builders represented the applicant. He noted that since the Green Building <br />smndard~ are fairly new procedures, they are contacting their sub-contractors to review the <br />proposed practices. He advised that once a level of comfort is achieved, they will be submitting <br />a revised proposal. With regard to the timing of the trail, he advised that Delco, Centex, and <br />(3reenbriar have hired a consultant to prepare a proposed landscape trail plan. He noted that they <br />have be~n in contact with the property owners regarding the trail and access, including the access <br />for Mr. Brozosky's property. He noted that the relocation of the power pole mentioned by <br />Commissioner Roberts would be part of relocating other poles. He advised that they have made <br />so~rne changes in the realignment of Vineyard Avenue to preserve an old oak tree. They have <br />al~o agreed to incorporate a provision to give preference for purchasing homes to "locals." He <br />stated that they are also in agreement with providing the disclosures as specified by the Planning <br />Commission. He reported that the concerns regarding the architecture of house plan 3 have been <br />addressed. <br /> <br />Mr. Rowe advised that condition #37 requires that the development plan for parcel "A" must be <br />approved prior to approval of the final map and that Mr. Hahner would have the completed plan <br />submitted within a month. Commissioner Roberts stated that condition #37 requires that the <br />easement has to be given at the final map.
