He noted that he believes a moratorium <br />will give the City adequate time to complete the study. <br /> <br />With regard to the pmposai for a joint workshop, Chairperson Sullivan stated that he would like <br />to see this matter proceed in the most expeditious manner possible, and while he still believes a <br />workshop is a good idea, if the process can begin by the Planning Commission making a <br />recommendation to the City Council, he would support that method. He noted that he would like <br />to have workshops as part of the process. Chairperson Sullivan stated that he agrees with staffto <br />defer the CEQA process on the Enron application, as long as the moratorium is in place. He <br />stated that he would like to have the Planning Commission involved in the study, as well as <br />anyone in the public who has indicated that they would like to be involved. <br /> <br />Commissioner Roberts stated that she agrees with Chairperson Sullivan with regard to what <br />should be in the study. She noted that she is enthusiastic about developing a policy for the City. <br />She advised that P.G. & E. needs to get more power into the Vineyard substation and that is the <br />purpose of the transmission line. She noted that she believes the question of whether the <br />Uansmission line will satisfy the need for additional power plants should be addressed in the <br />study. She stated that she had understood these plants were temporary emergency plants. <br /> <br />Commissioner Roberts stated that the study will bring the energy issue to the forefront and get <br />businesses to talk about what can be done. She advised that she would like to know what the <br />local and regional energy needs are. Commissioner Roberts questioned how difficult it would be <br />to impose the moratorium if one of the applicants wanted to proceed before the study was <br />completed. Mr. Swift stated that a meeting would need to be scheduled and the findings for a <br />moratorium would need to be made. He noted that the Council could take this action without <br />action by the Planning Commission. Ms. Seto advised that a finding needs to be made that there <br />is an immediate threat to the public health, safety, or welfare. Commissioner Roberts stated that <br />she does not want the Council bogged down with the process required to establish a moratorium <br />while the City is trying to proceed with a study. She advised that she would support wording <br />that states the Planning Commission would strongly recommend a moratorium if any applicant <br />does not postpone its application. <br /> <br />Chairperson Sullivan suggested that two resolutions be adopted so that the moratorium is not tied <br />to the study. <br /> <br />Commissioner Roberts voiced her support to involve the Planning Commission and those who <br />have expressed interest in the study. <br /> <br />Commissioner Arkin thanked the public for attending this evening's meeting, as well as the <br />previous meeting. He stated that he feels the Planning Cortunissioners' job is easier because of <br />the public support. He advised that he agrees with almost all of the comments of his fellow <br />commissioners. He stated that he feels the study needs to be done and that the issues can be <br />flushed out with a study. He indicated that he believes this matter should be presented to the <br />Council as quickly as possible, so that the authorization can be given to staff to begin the <br />process.
