Commi.~sioner Roberts made a motion to adopt a resolution: (1) requesting the City <br />Council initiate a study of electrical power facilities and adoption of a local energy <br />policy/strategy, and that at a minimum, the Planning Commission, as well as other <br />interested members of the community be involved in the original scoping session, the <br />recommendation of consultants, and the direction of work product; (2) requiring that a <br />moratorium be placed immediately on any power generation plant applications if the <br />applicants do not postpone these applications until completion of the study; (3) including in <br />the recommendation that goes forward to the City Council the issues identified by the <br />Planning Commission as being important to be included in a policy; and (4) deferring <br />action on any CEQA process for any pending application until the study is completed. <br />Commissioner Arkin seconded the motion. <br /> <br />Commissioner Arkin suggested that Chairperson Sullivan represent the Planning Commission at <br />the City Council meeting when this item is discussed. Commissioner Roberts supported this <br />suggestion and stated that all of the Commissioners should attend that meeting. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Arkin, Roberts, and Sullivan <br />None <br />Commissioners Kameny and Maas <br />None <br /> <br />Resolution No. PC-2000-65 was entered and adopted as motioned. <br /> <br />Staff advised that the earliest this item could go to the City Council would be January 9. <br />Chairperson Sullivan requested that everyone who submitted a speaker card this evening and <br />who attended the previous meeting receive a notice of the City Council meeting. <br /> <br />b. Discussion of the Rose Pavilion Shonnina Center <br /> <br />Ms. Solo advised that this item was placed on the agenda at the request of Commissioner Arkin <br />who had expressed concern about the closure of the movie theatre at the Rose Pavilion Shopping <br />Center. Commissioner Arkin stated that he does not want to see this center go down the same <br />path as the center at Boreal and Vineyard. <br /> <br />Ms. Sero advised that James Paxson oftbe Hacienda Business Owners' Association has offered <br />to provide staff with the name of a contact person at Excel Realty, the current managing partner <br />for the center. She further advised that Gall Gilpin of the Economic Vitality Department could <br />contact that company and offer the assistance of the City to help them attract new tenants. Ms. <br />Seto advised that there was an on-going problem with the theatre parking and now it may be <br />possible to attract new tenants if the parking problem is alleviated. Mr. Paxson commented that <br />Excel Realty also owns the Metro 580 center and has an office in Auburn. He noted that this <br />company has a lot of interest in the community.
