Chairperson Sullivan asked Commissioner Arkin if he is comfortable with the analysis regarding <br />health impacts. Commissioner Arkin asked for clarification as to whether the Code language is <br />more restrictive or less restrictive. Staffadvised that each project will be looked at on its own <br />merit. Ms. Scto noted that a peer reviewer will be reviewing each application to make sure it <br />meets all health and safety standards. <br /> <br />Commissioner Arkin noted that there is a big difference between low powered cell phone towers <br />and high powered, one-way FM antennas. <br /> <br />Chairperson Sullivan suggested that wording be included in the ordinance to state that a health <br />assessment be completed for each proposal. <br /> <br />Discussion ensued regarding the proposed wording of the Code amendment with regard to the <br />requirements for conformance with the FCC and whether the FCC is the regulatory agency for <br />public health as it pertains to transmitters. Ms. Sero stated that staffcan confirm with this issue <br />with staff's technical consultant and that if any further language is necessary for clarification it <br />can be added prior to the City Council taking action. It was suggested that "or" be deleted from <br />the text at the bottom of page 9. <br /> <br />Commi~ioner Maas amended the motion to: (1) delete the word "or" from the text on the <br />b~om of page 9 of the proposed ordinance, (2) direct staff to confirm that the FCC is the <br />al~propriate agency to determine the appropriate distance for the location of proposed <br />antennm, and (3) revise the wording to add that a peer review evaluation would be <br />completed for individual applications.
