Commissioner Arkin moved to continue Case PUD-00-01 to the October 25, 2000 meeting. <br />Commissioner Roberts seconded the motion. <br /> <br />Commissioner Maas stated that she is concerned about the noise levels of the quarry. She <br />aclvised that she is also concerned about the issues related to the tree removal and replacement <br />program, and noted that she would like to have the developer pay the value of the trees that are <br />removed. She stated that she is not comfortable about the Costas project not providing an <br />amenity. With regard to the design of the homes, she noted that she likes Plan 5, but is <br />concerned about the plans on the Hahner Ranch property being the same as those on the <br />previously approved PUD. She advised that she would like to see some changes. She noted that <br />she would like to have some of the front porches a little larger; she wants fruit-bearing vineyards; <br />and she wants disclosure of the nearby animal uses. She supports the Saturday construction <br />hours for the realignment of the street and Monday through Friday for house construction. <br /> <br />Commi~iuner Kameny asked if it might be possible to have the Saturday conslruction hours for <br />the realignment changed from 8:00 a.m. to 5:00 p.m., to 9:00 a.m. to 6:00 p.m. <br /> <br />Commi~ioner Arkin noted that the vineyards is the largest public amenity and he wants to see <br />gropes there. He stated that he would like to see a mechanism in place (perhaps a homeowners' <br />amociation) to be sure that this amenity continues. <br /> <br />Chairp~mon Sullivan asked for an analysis of the Land Trust with a description of what it is and <br />how it works in Livermore. Commissioner Roberts suggested that Lois Lutz be invited to the <br />n~xt me~ing to address this issue. <br /> <br />Commi~ioner Aridn stated that he would like to see more clustering of the homes, rather than <br />have th~,homes along Vineyard in a row. He advised that he likes the idea of below-market-rate <br />duplexes, voting that it is not possible in the Specific Plan area, but that it can be done on the <br />Costas ll~operty. He asked for an analysis on whether this is feasible. He stated that he wants to <br />s~ all of the approvals done for the trails before the homes are occupied. Commissioner Arkin <br />expressed concern about the "new" existing unit on the Hahner property that has been counted as <br />a livable unit. He noted that a big concern of his is the regional traffic and he would like to add a <br />condition of approval that states if the demand for homes exceeds the supply, first preference <br />shall be given to people who work in the City. He advised that he wants to see the disclosure <br />regarding farm animals specify "pigs," and that those working in the sales office be aware of this <br />use. He suggested that a sign be displayed in the sales office which clearly notes the disclosures. <br />Hc advised that he would like to see the plans for the entire project, including the vineyards, as <br />well as the timeline. <br /> <br />Commimioner Roberts stated that she is concerned about making the findings and would have <br />difficulty doing that tonight, primarily because of the grading and splitting the PUD into Delco's <br />residential development and the agricultural portion. She suggested that Mr. Hahner get help <br />with developing a plan for the vineyard and planting. She noted that 21 acres of vineyards are <br />proposed for Mr. Hshner's property, yet he is proposing only 15 acres.
