Mr. Rowe noted that the Costas property is providing the <br />property to realign Vineyard Avenue. <br /> <br />Commissioner Arkin advised that he was looking at the issue of the amenity from another <br />perspective and he would like to see a couple of below-market-rate duplexes in the project, and <br />since they cannot be added to the 189 units in the Specific Plan, he would like to see them on the <br />Costas property. <br /> <br />Mr. Rowe advised that in order to meet the timeframe for the school to be completed in 2002, it <br />will be necessary to start the construction of the road in April or May, so they would like to be <br />able to work on Saturday and possibly change the hours to 9:00 a.m. until 5:00 p.m. <br /> <br />It was suggested that the consRuction of the road be allowed on Saturday, and the house <br />construction be limited to Monday through Friday. Mr. Rowe clarified that they have saved <br />some additional trees because of changes in the grading, and he would like to review those with <br />the Commissioners when they visit the site. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Rowe confirmed that the road <br />construction on Saturday would apply to the realignment of Vineyard Avenue and the loop street <br />only, not to interior streets. Commissioner Roberts suggested that the Saturday construction <br />hours include the grading, so that it can be completed expeditiously. <br /> <br />In response to a question from Commissioner Maas, Mr. Pavan clarified that the Specific Plan <br />does not specify any mitigation for non-heritage, orchard-type trees, and the condition exceeds <br />the Specific Plan by requiring that a non-heritage tree or orchard tree be replaced one-for-one <br />with a 24" box-size tree. Mr. Pavan further noted that the Planning Commission may modify <br />this requirement. <br /> <br />PUBLIC HEARING WAS REOPENED <br /> <br />S~eve Brozosky noted that six valley oak trees will be removed and four of these are heritage <br />trees and he would like to see them preserved. He advised that he would also like to see the <br />deodar cedar ~ree preserved as well. He also advised that elevation of the old Vineyard Avenue <br />is about eight feet higher than the proposed homes. He expressed concern about the views from <br />the trail into the yards and homes. Mr. Pavan commented on the proposed landscaping that <br />could be used to provide privacy. He also indicated that a condition has been included to require <br />that the proposed use of old Vineyard Avenue as a public trail be disclosed to home buyers. <br />Commissioner Arkin stated that he would like to see the trail designed and approved before the <br />homes are built so that future homeowners cannot oppose it. Mr. Pavan advised that the <br />conceptual trail plan can be provided at the tentative map phase and that the appropriate <br />disclosures be made to potential home buyers. <br /> <br />PUBLIC HEARING WAS CLOSED <br /> <br />Commissioner Arkin stated that he would like to delay approval of the project until the Planning <br />Commissioners have an oppommity to walk the property. <br /> <br />PLANNING COMMISSION MINUTES October 11, 2000 Page 7 <br /> <br /> <br />
