Mr. Swift advised that <br />this is on a single-loaded street. <br /> <br />In response to question from Commissioner Kameny regarding the various widths of Valley <br />Avenue and street connections, Mr. Swift confirmed that the Specific Plan reflects staff's <br />preference. <br /> <br />Chairperson Roberts voiced her concurrence with the Park and Recreation Commission <br />regarding Alternative D. Commissioner Sullivan stated that he disagrees with this. <br />Commissioner Arkin noted that he prefers Plan D in that it provides more open space on the <br />north side of the Western Area and provides a park closer to the Windsor development. <br />Commissioner Sullivan noted that he agrees with Commissioner Arkin with regard to the need <br />for a park for the Windsor Development, noting that the trail is fenced and not an option for <br />access to Meadowlark Park. <br /> <br />Commissioner Ma,~q asked if there is a way to give access using the EVA for the Windsor <br />development residents to get to the park. Staff advised that this would be explored. <br /> <br />Discussion ensued regarding the construction of the bridge and park access. <br /> <br />Commissioner Kameny stated that he supports Alternative A with the park in a central location. <br /> <br />Commissioner Maas stated that she supports Alternative A in that she wants to see the park in <br />the center of the parcel. She noted that there is still an opportunity to add a park to the City- <br />owned property. <br /> <br />In response to an inquiry by Commissioner Maas regarding the ability to make minor changes at <br />the tentative map and final map approval stages, Mr. Swift noted that approval of the tentative <br />map would occur within a couple of months. He stated that modifications are possible, noting <br />that the tentative map must be consistent with the PUD, and the final map must be consistent <br />with the tentative map. <br /> <br />Discussion ensued regarding the process that would follow to identify uses of the City land. Mr. <br />Swift noted that a supplemental C£QA process may be needed. <br /> <br />With regard to the proposed soundberms and soundwalls, Commissioner Sullivan stated that he <br />is in agreement with Oreanbriar to seek a quieter Western Area. Chairperson Roberts stated that <br />she feels that area is the quietest on the site and noted that she would want a berm and no <br />soundwall. Commissioner Maas voiced her support for a berm, noting that the freeway noise <br />doesn't bother some people.
