He would like to have them come up with a plan and possibly bring it back with a future design <br />review. <br /> <br />Commissioner Maas made a motion to make the CEQA Findings as attached to the staff <br />report. <br /> <br />Commissioner Sullivan stated that he did not see anything in the findings regarding the impact <br />that tho shortage of electrical power supply has on this action. Mr. Swift noted that this issue <br />was not identified in the EIR as an impact, and that the EIR concludes there is no issue. He <br />stated that it is the Planning Commission's decision as to whether the EIR should be revised or <br />the project should move forward. <br /> <br />Chairperson Roberts seconded Commissioner Maas' motion. <br /> <br />Chairperson Roberts noted that the situation with PO&E is not really new information and that <br />PG&E has known that it needs to provide power and has prepared a plan with three alternatives <br />to address this need. Mr. Swift also noted that a number of conditions address the mitigation of <br />this potential issue, including Green Building practices. Commissioner Sullivan stated that he is <br />comfortable enough if there are appropriate conditions to address this matter and the matter of <br />the radionuclide test results and the public hearing process. <br /> <br />In response to Commissioner Kameny's question regarding the reference on page 22 of the <br />"Findings" to an easement on Parcel 28 for use as a regional trail. Mr. Swift noted that Parcel 28 <br />was tho Arroyo de La Lagnna parcel over which the City was to obtain an easement for a trail. <br />He noted that it should be redrafted to say the City will acquire the entire property. <br /> <br />A motion was made by Commissioner Maas, seconded by Chairperson Roberts, making <br />the CEQA Findings as attached to the staff report. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: <br />NOES: <br />ABSENT: <br />ABSTAIN: <br /> <br />Commissioners Axkin, Kameny, Maas, Roberts, and Sullivan <br />None <br />None <br />None <br /> <br />Resolution No. PC-2000-45 was entered and adopted as motioned. <br /> <br />In response to a question from Chairperson Roberts regarding the reference on page 3-13 of the <br />Specific Plan to "a maximum of 600 total residential units for Phase I," Mr. Swift noted that this <br />document was drafted when the number of units were uncertain and that the PUD will control the <br />number. <br /> <br />Chairperson Roberts asked about the minimum and maximum number of houses that can be built <br />in a particular style.
