Gloria Davis, 2354 Meadowlark, stated that she is representing the 90 homeowners of the <br />Windsor development. She advised that she is pleased with Alternative D and with the <br />relocation of the park to the north. She questioned how the golf course would impact this area. <br />She asked that the park and open space not be forgotten as it is something everyone can use and <br />appreciate. She stressed the need for a neighborhood park near the Windsor Development. She <br />noted that she does not support placing as many homes as possible on this land. She also <br />questioned spending $15M for the off-ramp improvements at Bemal and 1-680. <br /> <br />Dolores Bengtson, 568 Hamilton Way, stated that she is concerned about the speed oftbe <br />processing of this project. She advised that people are having difficulty understanding the <br />process and therefore are not attending the public meetings. She noted that the haste in the <br />processing of this application destroys quality planning. Ms. Bengtson further stated that the <br />phasing of the project defeats the purpose of the Specific Plan, questioning how the Specific Plan <br />can address issues if the use of the remainder of the property is unknown. She questioned the <br />timing requirements for Greenbriar to develop the undercrossing, noting that if Greenbriar delays <br />the construction of the final homes, the construction of the undercrossing can be delayed and if <br />the road doesn't go through it will impact residents getting their children to the elementary and <br />middle schools. She questioned the impacts the retention basins and the effects the grading plans <br />will have on Phase II. She stated that she believes the park needs to be located in the center of <br />the residential project. <br /> <br />Mr. Swift noted that technically agreements could allow G-reenbriar to hold offten years to <br />complete all units. He noted that the real construction schedule is for the project to be built-out <br />in three years. He stated that the permit approval process and construction process for the <br />undercrossing is more likely to be a three-to-five-year process. He stated that Greenbriar is not <br />adverse to beginning the design and approval process immediately as stated in the conditions. <br />He also no.ted that the retention basins could be incorporated with a number of uses. <br /> <br />Christine Steiner, 596 Hamilton Way, complimented G-reenbriar Homes for its work on the <br />apartment complex. She stated that it makes sense to develop the office component first and <br />then the apartments and smaller lot projects. She stated that it is critical to meet the needs of the <br />affordable units as soon as possible and suggested that the priority to purchase for-sale units be <br />give to local residents. <br /> <br />THE PUBLIC HEARING WAS CLOSED <br /> <br />At 11:10 p.m. Chairperson Roberts announced that the Commission would recess for a break. <br /> <br />Chairperson Roberts reconvened the meeting at 11:20 p.m. <br /> <br />Mr. Swift provided struts position on the conditions of approval noted by Mr. Costanzo. <br /> <br />Condition #31: Mr. Swift stated that thc idea of a children's play area was to create a <br />focal point that would draw people from the 4,000-square-foot component and create a <br />gathering area in keeping with the neo-traditional objectives. <br /> <br />PLANNING COMMISSION MINUTES <br /> <br />August 9, 2000 Page 14 <br /> <br /> <br />
