He provided an overview of Alternatives 7A, 7B and 7C and noted <br />that Alternative A is the preferred plan. He noted the site plans, grading and utility plans and <br />landscape plans for the individual communities have been developed and included in the PUD <br />package. Mr. Costanzo advised that the Parks and Recreation Commission will review the plans <br />for the five-acre park. <br /> <br />Discussion ensued relating to a clarification of duets versus duplexes. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Dolores Bengtson, 568 Hamilton Way, expressed concern with the ability of any of the <br />alternatives supporting a golf course. She noted the western portion was not designed for a golf <br />course. She commented on the berm and inquired who will maintain the berms. She commented <br />on the City land around the Western parcel and noted it will be expensive to maintain land. <br />Further, she noted that the property on the hill behind Kaiser is unusable and noted there may be <br />less land available for the amenities. She noted she would oppose any process that excludes <br />complete master planning of the project and she noted she does not support a plan that has very <br />few homes and she would be in support of additional homes in the project. In response to an <br />inquiry by Commissioner Kameny, Ms. Bengtson noted she supported the preferred plan. <br /> <br />Steve Ooins, 405 Ewing Drive, spoke in support of a high density transit oriented pedestrian <br />friendly development in one of the last areas where high density development could be proposed. <br />He noted that jobs have been created in the area and there needs to be a responsibility to provide <br />housing. He expressed concern with the traffic impacts and requested that the Commission <br />examine these issues. In response to an inquiry by Commissioner Kameny, Mr. Goins noted <br />there should be four to five units per acre and the development being in the range of the 1,900 <br />units. <br /> <br />John Chapman, representative of Tri~Valley Vision 2010 Plan, provided an overview of the <br />cornerstones of the effort and provided documentation to the Commission. He noted the <br />importance of increasing density of housing projects, additional affordable housing being <br />provided, 750,000 of commercial should be eliminated or reduced, the shifting of development in <br />closer proximity to the downtown area, and the fast Wack process should be slowed down. <br /> <br />Anita Vegas, 2512 Tapestry Way, expressed concern with placing the majority of buildings on <br />the west side of the property due to the environmental issues: She noted the homes should be in <br />the central area of the development and inquired as to street improvements that will be provided <br />in the Windsor project. <br /> <br />Mr. Swift noted that the Bernal Bridge will be widened from the south side, and that a bike lane, <br />pedestrian sidewalk, a through lane, a signal light, and a left turn pocket will be provided. <br /> <br />Gloria Davis, 2354 Meadowlark Drive, expressed concern with the houses not being placed in <br />the central location of the project. She noted there is a need for playgwunds on the west side of <br />the development.
