On Commission consensus, it was ordered that the agenda be taken out of order. <br /> <br />6. PUBLIC IIEARING$ <br /> <br />PCUP-II/PDr-44/PV-16. Budget car and Truck Rental <br />Application for (1) a conditional use permit to conduct car and truck rental and sales; (2) <br />design review to construct an approximately 700-square-foot office building; and (3) a <br />variance to allow approximately 10-foot high decorative trellises to encroach within the <br />required front and s~'eet-side side yard located at the northwest corner of Pimlico Drive <br />and Brockton Drive. Zoning for the property is C-F (Freeway Commercial) <br /> <br />Mr. Plucker referenced a staffreport dated July 12, 2000 and highlighted key areas contained in <br />the report including background information, site description, project description, variance <br />request, grading and drainage, traffic, off-street parking, building design, landscape plan, and <br />signs. In conclusion, Mr. Plucker noted that staff's recommendation is that the Commission <br />approve the design review application Case PDR-44 subject to the recommended conditions <br />shown in Exhibit "B. 1'; make the variance findings listed in the staff report and approve Case <br />PV-16 subject to the recommended conditions in Exhibit "B.I"; and, make the conditional use <br />permit findings listed in the staff report and approve Case PUCP-11 subject to the recommended <br />conditions in Exhibit "B.2." <br /> <br />Discussion ensued relating to clarification of Condition No. 9 of Exhibit B.2. relating to exiting <br />on Pimlico Drive, a condition requiting a "no left mm" sign on Pimlico Drive or "right mm <br />only" sign on Brockton Drive, and clarification of landscaping issues relating to the trellis. <br />Commissioner Kameny noted he received several calls from residents expressing concern about <br />the traffic in the area. <br /> <br />PUBLIC HEARING WAS OPENED <br /> <br />Tom Doherty, applicant, noted this is a family-owned business that has been in existence in <br />Pleasanton since January 1991. He noted that the applicant is sensitive to the neighbor's <br />concerns and has taken the concerns and suggestions of neighbors into consideration. He stated <br />that considerable effort has been placed in the landscaping plans and that plans will be <br />aesthetically pleasing. He provided an overview of the business transactions that take place at <br />this location and noted this business does not generate a lot of traffic. Mr. Doherty stated that the <br />applicant desires the ability to sell vehicles; however, this will not be a retail car sales lot. He <br />commented on the location where vehicles will be washed. <br /> <br />In response to an inquiry by Chairperson Roberts, Mr. Dohcrty stated the average truck has 24 <br />feet of cargo capacity with the largest truck being 30 feet in length. He noted the trucks will be <br />parked in the rear of the lot with cars at the entrance to the lot. <br /> <br />In response to an inquiry by Commissioner Kameny, Mr. Doherty noted the entrance to the lot is <br />not locked at night due to the Iow crime in the area and also to allow cars to be returned to the lot <br />during the evening hours and not be parked on the street. <br /> <br />PLANNING COMMISSION MINUTES July 12, 2000 Page 3 <br /> <br /> <br />
