City of Ple~santun Application for approval to do the following: (1) General Plan amendment to change the designation of Parcel 1 (APN #941-1302-002-24) from Public and Institutional to Parks and recreation; (2) rezoning of Parcel 1 and Parcel 2 (APN #941-1302-005-02) from Agricultural to Public and Institutional; (3) issue a conditional use permit for a park which is conditionally permitted in the Public and Institutional district; and (4) design review of the proposed Val Vista park renovation and expansion on parcels 1 and 2 located at 6701 Payne Road. Zoning for both parcels is A (Agricultural) District. Also consider the Negative Declaration prepared for the project. Continued to June 28, 2000. 7. ~[~kTTERS INITIATED BY COMMISSION MEMBERS Commissioner Sullivan initiated discussion relating to the Antrim project and noted support with the Commissioner's decision for LEED guidelines, enhanced trip reduction, the EV station, and urban storm water run off. He noted that progress is being made on issues important to the Commis~iun. Commissioner Sullivan requested that the Commission conduct a workshop on these issues prior to large projects coming before the Commission. Discussion ensued relating to the status of the San Francisco Bemal property. Commissioner Arkin initiated discussion relating to the Livermore Airport and requested that staffprovide information relating to the Livermore Airport becoming a regional airport in which the Cities of Pleasanton, Livermore, and Dublin would have joint control of the airport and equal representation on the Airport Commission. Mr. Plucker noted he will examine this issue and provide information to the Commission. Chairperson Roberts noted she received a copy of the Negative Declaration for the Neal School. Commissioner Sullivan requested the Commission be provided an update on the Ponderosa Plan for the Busch property and potential resurrection of the Eastside Study. Commissioner Sullivan initiated discussion relating to the Pleasanton dump site and noted the difficulty of trying to access the recycling area due to the number of cars accessing the entrance to the dumps. Chairpemon Roberts initiated discussion relating to the signal control on Del Valle Parkway and Santa Rita Road. Mr. Plucker initiated discussion relating to the Commission scheduling a workshop with a fagilitato~ to provide techniques and ideas for establishing priorities and expediting the work of the Commission.
