Commissioner Maas noted there is no urgency at the present time to develop an ordinance; <br />however, she noted she would be in favor of a study being performed. <br /> <br />Commissioner Sullivan noted that additional clarity is needed relating to the definition of <br />"~ail," whether retail-only businesses should be on Main Street only or side streets, and <br />whether a certain percentage of business should be retail only. He suggested that these questions <br />be addressed in the study and that the timeframe of the study be moved forward. <br /> <br />Commissioner Malmrose noted he would not be in favor of drafting a retail-only ordinance at the <br />present time, and he requested there be more community input as to the ordinance <br /> <br />In response to an inquiry by Commissioner Maas, Mr. Swift noted these issues will be addressed <br />in the Specific Plan. He clarified that the Planning Commission desired that the Committee <br />expand the analysis of the recommendation. <br /> <br />Commissioner Arkin noted he would be in support of the retail only issue being conducted <br />outside of the Specific Plan process and with there being more community input into the process. <br /> <br />Chairperson Roberts moved a substitute motion that a recommendation be made to the City <br />Council that a parallel study be initiated relating to retail-only uses. Commissioner Arkin <br />seconded the substitute motion. <br /> <br />Commissioner Kameny requested that the study include a definition of retail use drafted by the <br />City Attorney, the key sites that will be lost due to retail only use, and issues relating to <br />grandfathering ofbusiuesses be addressed. <br /> <br />Mr. Swift provided an overview of the process and timeline for conducting a study. <br /> <br />A motion was made by Chairperson Roberts, seconded by Commissioner Arkin, that a <br />recommendation be made to the City Council that a study be initiated of retail-only uses in <br />the Downtown area. <br /> <br />ROLL CALL VOTE <br /> <br />AYES: Commissioners Arkin, Kameny, Maas, SulHvan and Chairperson Roberts <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Resolution No. PC-00-31 was entered and adopted as motioned. <br /> <br />(Recess taken from 10:15 p.m. to 10:25 p.m.) <br /> <br />On Committee consensus, it is ordered that the agenda be taken out of order. <br /> <br />PLANNING COIVlMISSION lVffNUTES May 24, 2000 Page 9 <br /> <br /> <br />
